DIVISION: WATER


SUPERVISION RECEIVED: Works under general supervision of the Superintendent of Water.


SUPERVISION EXERCISED: May assign daily tasks and duties to and oversee work completion of other union employees, contractors, part-time and seasonal staff and volunteers, when directed to do so by management.  This position does not recommend or advise on matters concerning disciplinary action against an employee.


POSITION CLASSIFICATIONS: The position of Working (Field) Foreman in the City of Stow is classified by the Stow Municipal Civil Service Commission, is Non-Exempt under the Fair Labor Standards Act and is in a collective bargaining agreement.


PURPOSE: Provides assistance to the Superintendent of Water by performing a variety of routine and complex administrative skilled, technical and limited supervisory work in the maintenance, repair and new construction of water system infrastructure and related facilities throughout the City.

Position Duties

  1. Assists in the planning and implementation of maintenance and improvement projects, including procurement of necessary materials.
  2. Coordinates work crews, assigns duties, prioritizes workload, monitors work    progress, provides limited supervision as problems arise and inspects finished work.
  3. Fields complaints from the public and initiates appropriate corrective action within    incumbent’s scope of authority.
  4. Operates equipment and directly assists work crews in water system repair and maintenance work.
  5. Inspects conditions of water-related structures, facilities and equipment for repairs   and needed improvement.

Assists in the development and maintenance of safety practices and procedures. Checks on methods used by workers to ensure their safety and sees that protective devices and equipment are used where indicated.

  1. Responds to emergency and routine call-outs.
  1. Keeps inventory, time and material records and maintains work reports as assigned.
  2. May serve as a member on various employee committees.
  3. Coordinates activities and schedules with utility companies, contractors, property owners and other City departments.  Resolves conflict within scope of authority,
  4. Provides information and responds to inquiries from contractors, property owners, staff and the general public regarding assigned work projects.
  5. Compiles information and prepares work progress reports as required.
  6. Installs and reads water meters.
  7. Regular, reliable, predictable, and punctual attendance is an essential function of the position. (This is due to the fact that employees work as part of a team, and that there are a limited number of employees available to perform numerous tasks critical to meeting the efficient and effective delivery of statutory services to the public, and/or among whom the responsibilities to perform those numerous tasks can be distributed.)
  8. Compliance with all City of Stow city-wide and departmental policies, work rules and procedures.  
  9. Performs other duties related to those of the position and/or resulting from the needs of the organization.

Other Qualifications

  1. Must have graduated from high school or have a GED equivalent.
  2. Must have a minimum of three (3) years of water distribution experience.  
  3. Must possess, minimally, an Ohio EPA Class II Operator License, or obtain one within one (1) year of the effective date of filling this position.
  4. Must possess a working knowledge of applicable laws, standards and regulations  relating to construction, inspection, safety and control of water distribution systems.
  5. Must possess the ability to read and interpret construction drawings, plans and specifications.
  6. Must have skill in operating listed tools and equipment.
  7. Must possess the ability to prepare, organize and maintain field notes and reports. 
  8. Must possess knowledge of water distribution system maintenance.
  9. Must have a working knowledge of the hazards and safety precautions common to   municipal water system maintenance and repair activities.  
  10. Must have a working knowledge of the practices, methods, materials and tools used in water system equipment and facilities maintenance.
  11. Must be able to carry out assigned projects to their completion.
  12. Must possess and maintain a valid State of Ohio Commercial Drivers License (CDL), Class “A” with air brake and tanker endorsement throughout the term of employment.
  13. Must have the ability to establish and maintain effective working relationships and communicate effectively, both orally and in writing, with City employees and officials and the general public.

TOOLS AND EQUIPMENT:  Operates equipment as listed in the “Classification of Equipment” list under Working (Field) Foreman (Exhibit C) of the A.F.S.C.M.E. Service Unit Contract, including but, not limited to: powered and non-powered hand tools and machinery repair equipment; equipment for water system repair work; backhoe and VacCon; automobiles and light trucks and dump trucks. Also operates telephones, pagers, mobile and portable radios, computers, including basic word processing software programs, copy and facsimile machines.

Work is performed mostly in field settings.  Considerable outdoor work is required in the inspection of various construction sites, or public works facilities.  Hand-eye coordination is necessary to operate testing instruments, computers and various pieces of office equipment.  While performing the duties of the job, the employee is occasionally required to stand; walk; use hands to finger, handle, feel or operate objects, tools or controls; and reach with hands and arms.   The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch or crawl; and talk or hear.

The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 100 pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.

While performing the duties of this job, the employee occasionally works near moving mechanical parts or in outside weather conditions.   The employee occasionally works in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock and vibration.

The noise level in the work environment is usually quiet while in the office, or moderately noisy when in the field.
