About the Role

The Application Development Manager will lead the maintenance, modernization, and ongoing development of our enterprise ERP applications built on Progress OpenEdge ABL/Progress 4GL. This role bridges legacy systems with modern technologies, guiding the evolution of a 20+ year-old codebase while delivering new, scalable solutions that support business growth.

The Application Development Manager will lead and develop a team of software developers responsible for the design, development, and support of critical business applications. This role partners closely with business analysts, end users, and cross-functional stakeholders to deliver high-quality, efficient solutions aligned with business needs.

Success in this role requires strong technical leadership, the ability to balance modernization with day-to-day operational support, and a proven track record of delivering against competing priorities in a fast-paced environment.

What You&rsquo;ll Do

	Lead cross-functional development teams in a high-growth environment, providing hands-on support, maintenance, and enhancements within a legacy Progress OpenEdge ABL/4GL ERP ecosystem.

	Drive full SDLC execution (requirements, design, development, testing, deployment), including refactoring legacy code to improve maintainability, modularity, and testability.

	<li style="margin-left:8px;">
	Mentor and develop team members, using performance metrics to evaluate effectiveness and build team capacity.
	</li>
	<li style="margin-left:8px;">
	Design and evolve system architecture for scalability, including transitioning monolithic applications to modern architectures and enabling APIs.

	Ensure integrity, performance, and governance of Progress OpenEdge RDBMS and overall data environment.
	</li>
	<li style="margin-left:8px;">
	Develop, test, debug, and maintain applications in Windows client/server environments using Progress 4GL and .NET technologies.
	</li>
	<li style="margin-left:8px;">
	Support and optimize CI/CD pipelines using tools such as Jenkins, Chef, Terraform, Octopus, or similar.
	</li>
	<li style="margin-left:8px;">
	Establish and enforce high-quality documentation standards across all applications.
	</li>
	<li style="margin-bottom:11px;margin-left:8px;">
	Promote system integrity, security, and adherence to best practices.

Application Development Manager

Bachelor’s degree in Computer Science or related field; 5+ years leading software teams; 10+ years hands-on development with Progress OpenEdge ABL/Progress 4GL; API and SDLC expertise.

Overview:
The Computer Systems Analyst II provides Information Technology subject matter expertise and services for the Capability Program Executive, Intelligence, Electronic Warfare, and Sensors (CPE IEW&S) Program Management Offices.

Responsibilities:
· Central point of contact for all coordination/integration/planning efforts between PEO and NEC to include (but not limited to) end user account maintenance in the Army Training and Certification Tracking System (ATCTS) and ticket submission and management in the Army Enterprise Service Desk (AESD) REMEDY ticketing system· Resolves NIPR (unclassified) and SIPR (classified) enterprise, hardware, and software technical issues, including (but not limited to) system and end user account maintenance· Serves as Information Management Specialist in effectively assisting in the organization’s management of Information Management/Information Technology (IM/IT) processes and resources, which enable the organization’s business and mission effectiveness· Proficient in using, deploying, administering, and configuring at the Army Enterprise Level, the entire MS Office 2013 Suite to include Outlook, Windows 7 or above Operating System, Project Pro, Visio, Access, PowerPoint; Adobe Acrobat Reader/Creative Cloud/Pro, Lotus Sametime Chat and MS Communicator applications, CISCO VPN client, McAfee security suite, and JAVA· Proficient in using, deploying, administering, and configuring at the Army Enterprise Level network and non-network multi-function printers, computer docking stations, monitors, televisions, routers, switches; anything connected to end users' computers and/or the Aberdeen Proving Ground enterprise· Supports analog and digital multi-line telephones· Supports CISCO virtual communication equipment to include voice, video, and computer communication lines, local area networks, telephone systems, facsimile systems, and secure/non-secure telephone systems· Conduct IT Planning: IT service level management, life cycle planning, new equipment fielding, teleconference services, wireless infrastructure, and mission systems support· Provide Information Assurance: Enforce Information Assurance/Computer Network Defense policies and procedures, in accordance with NEC direction, accreditations, Goal 1 waivers, Certificates of Networthiness (CONS), Army Portfolio Management System (APMS), and IA training

Qualifications:
Required: · Bachelor's Degree· A minimum of five (5) years of relevant experience required.· 8 years of additional direct relevant technical experience may be substituted for education· Demonstrated experience in conducting analysis and developing solutions, and in the application of information technology.· Secret Clearance
