SUMMARYThe City of Amarillo is seeking a highly organized, knowledgeable, and professional Process Control Shift Foreman to lead and supervise wastewater treatment plant operations at a shift. This position is responsible for overseeing crews, monitoring plant processes, and ensuring compliance with TCEQ TPDES. Key duties include making operational adjustments to Biological Nutrient Removal, Digestion, Solids Handling, and Disinfection systems, interpreting laboratory and equipment results, and providing extensive regulatory training to wastewater operators. The foreman will assist the Operations Control Supervisor in maintaining compliance, meeting permit deadlines, and managing assets through Cartegraph or project management tools. This role requires strong leadership, problem-solving, and administrative skills to support efficient operations and regulatory adherence.Essential ResponsibilitiesMonitoring and Process Control<ul><li>Monitor and manage wastewater treatment processes, including biological nutrient removal, solids handling, flow controls, disinfection, and dechlorination, ensuring optimal performance based on laboratory analysis.</li><li>Oversee the discharge of liquid waste haulers into the treatment facility.</li><li>Conduct thorough investigations of accidental and illegal spills, environmental pollution issues, treatment plant upsets, and related complaints.</li><li>Utilize the Supervisory Control and Data Acquisition (SCADA) system to monitor and adjust plant operations.</li></ul>Sampling and Reporting<ul><li>Maintain accurate records of all process control analytical data for monthly, semiannual, and annual reporting.</li><li>Prepare for and conduct quarterly biomonitoring testing.</li><li>Assist the Operations Control Supervisor in preparing annual reports for the Texas Commission on Environmental Quality (TCEQ), including Discharge Monitoring Reports (DMR), Monthly Effluent Reports (MER), and Power Water Chlorine reports.</li><li>Report any violations exceeding the threshold that require a 24-hour notice to TCEQ and the Director of the Utilities Division.</li><li>Collect and analyze stormwater samples to ensure compliance with stormwater permit requirements.</li></ul>Septic Hauler Management<ul><li>Oversee daily operations related to septic hauler vehicle discharges into the treatment facility.</li><li>Ensure all septic haulers are properly permitted, possess TCEQ sludge transporter stickers, and comply with discharge guidelines.</li><li>Adjust treatment processes based on the composition and consistency of septic hauler waste.</li><li>Process payments and manifests for each septic hauler discharge.</li></ul>Professional Development<ul><li>Stay up to date on TCEQ Texas Pollutant Discharge Elimination System (TPDES) regulations, the Clean Water Act of 1972, EPA standards, sludge transporter requirements, and any new or proposed regulations.</li><li>Attend regional training to maintain knowledge of current regulations.</li><li>Conduct guided facility tours to engage with the community and promote public awareness.</li><li>Ensure continuing education units (CEUs) are completed for license renewal.</li></ul>Administrative Responsibilities<ul><li>Ensure all operators meet the necessary educational requirements for licensing.</li><li>Submit operator applications for licensing.</li><li>Responsible for training all Wastewater Treatment Operators</li><li>Maintain process control analytical data and chemical inventory in compliance with regulations.</li><li>Properly handle documents for recordkeeping and disposal.</li><li>Assign tasks through the Asset Management System.</li><li>Approve purchases up to $3,000 without supervisor approval.</li></ul>Other Duties<ul><li>Perform additional job-related duties as assigned.</li></ul> MINIMUM REQUIREMENTSHigh school diploma or GED equivalent with at least three years of wastewater treatment experience, including one year of SCADA system operation, or an equivalent combination of relevant experience. Must possess a valid driver’s license and pass a physical exam. A TCEQ Class B Wastewater License is required, along with 120 hours of approved TCEQ college hours or CEUs. It is important for student interns to participate as contributing and active members of their craft or operation's team. Interns are expected to effectively communicate with all levels of the team and to ask questions that facilitate learning while respecting the professional demands and experience of their co-workers.
 
The anticipated internship start date in Summer 2026. Interns will continue to work during the Fall and Spring semesters and will work with their supervisor to set a part time work schedule around their classes and other educational obligations.

This position has a base hourly pay of $28.60.
 
The Borger Refinery is located in Borger, Texas, in the Texas Panhandle, approximately 50 miles north of Amarillo, Texas. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization and delayed coking units. The refinery processes primarily medium sour crude oil produced locally, and heavy sour crude oil produced in Canada, all of which are delivered by pipeline. Borger produces a high percentage of transportation fuels, as well as petroleum coke, NGLs and solvents. Refined products are distributed to customers via pipelines from the refinery to West Texas, New Mexico, Colorado and the Midcontinent region.
