Bachelor's degree in civil engineering or related field; 2+ years commercial construction; GC on >$50M; proficient in MS Office, Primavera P6, Procore; blueprint reading; CAD; field/project engineer experience preferred.

Job Summary:
Researches, develops and implements program activities and policies and procedures, reviewing budgets and supervising assigned personnel. 

Job Duties:
Provides consultation to staff as needed. Researches, directs and implements program activities according to applicable rules, regulations and guidelines. Develops and updates policies and procedures for program operations according to applicable rules, regulations and guidelines. Provides reports as required. Reviews program budget and expenditures to ensure compliance. Coordinates activities with appropriate personnel and agencies. Attends meetings as required. Maintains files and records as required. Oversees program paperwork, enrollment, billings and cash flow as required. Conducts internal quality control checks to assure licensing and funding compliance. Provides orientation and training to employees as needed. Other duties may be assigned. SUPERVISORY RESPONSIBILITIES   Manages up to 6 subordinate supervisors who supervise a total of 54 employees in the assigned area. Is responsible for the overall direction, coordination, and evaluation of these units. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Qualifications:
