Job Description

Description

The Affordable Housing Administrator is responsible for daily oversight of the property management team including oversight of the property certifications, recertifications and leases, property marketing, rent-up for new properties, and housing compliance monitoring. This position is responsible to train property managers as well as working to establish and maintain positive, productive relationships with the community, government agencies (including but not limited to HUD, LIHTC, City of Buffalo HOME, OTDA HHAP, OPWDD, ESSHI), outside agencies and community members while ensuring consistent application of Community Services for Every1 policies and procedures.  In conjunction with the property management team, oversees setting rental rates, initial and annual rent agreements, tenant complaints and investigations, facilitation of any audits and required audit follow ups, and maintains various financial and rental systems.

 

POSITION RESPONSIBILITIES:

1.    Assists with interviewing and selecting all property management staff. 

2.    Trains and supervises all property management staff.

3.    Prepares marketing plans, leasing strategies, and advertising proposals with the assistance of the agency real estate broker. Remains informed of trends in the apartment industry and in the surrounding community.

4.    Completes necessary audit and compliance paperwork in a timely manner to avoid any audit findings or compliance penalties. 

5.    Monitors the productivity of the property management team and ensures that all units are rented as quickly as possible.

6.    Responds to tenant and community member complaints and concerns, completing investigations where necessary.

7.    Checks electronic platform frequently for lease expirations and re-certifications. Oversees the notice to vacate and eviction processes, working with Agency legal counsel where needed.

8.    Regularly reviews the property files and records ensuring documentation is kept complete, up-to-date, and ensure all compliance procedures and requirements are satisfied.

9.    Attends appropriate community meetings and training to stay abreast of all requirements for properties under their purview.

10.  Demonstrates familiarity with all Regulatory Agreements and related agencies to ensure 100% compliance with all regulations. Maintaining proficient knowledge/application of HUD, LIHTC, HOME, ESSHI, HHAP income requirements as identified by property type.

11.  Serves as a subject matter expert on relevant laws and agency regulations, including but not limited to fair housing, sexual harassment, and disability accommodations.

12.  Reports and log all property issues, leasing objections, and potential liabilities and make recommendations for solving such issues to supervisor.

13.  Acts as a property manager when a property has a vacant position.

 

SUPERVISORY RESPONSIBILITIES

This position supervises Apartment/roperty Management staff.

Requirements

1.    Education and Experience

a.    Bachelor’s Degree and 4 years of property management experience as well as 2 years of supervisory experience required. An exception to the education requirement may be made in situations where the incumbent has significant property management experience and where a waiver from the requirements is requested and granted by the Human Resources Director.

b.  At least 1-year low-income housing management experience required as well as Tax Credit Specialist, Blended Occupancy Specialist and/or Certified Occupancy Specialist certification is preferred. 

c.     At least 1 year of prior accounting or business office experience.

2.    Skills, Knowledge and Abilities

a.    Excellent communication, organizational, and analytical skills.

b.    Knowledge of property management software required – knowledge of Boston Post, Yardi, Real Page/OneSite, and/or Buildium is strongly preferred.

c.     Intermediate Excel and Word computer skills. 

d.    The ability to perform rent analysis and handle legal aspects of property management. 

e.    The ability to communicate and empathize with a diverse tenant base.

3.    Certifications

a.    Tax Credit Specialist, Blended Occupancy Specialist and/or Certified Occupancy Specialist certification is required.

4.    Verifications and Screenings

a.    County clearance of criminal convictions.

b.    A drug screen prior to the commencement of employment.

c.     Valid New York State Driver License and use of personal vehicle for work purposes.

5.    Physical and Mental Requirements:

a.    Physical requirements include walking, sitting, standing, bending, driving, ability to climb stairs, carrying, stooping, and lifting up to fifty (50) pounds.

b.    Mental requirements include ability to exercise independent judgment and manage multiple tasks.

c.    Staying awake and alert while on duty. 

 

WORKING CONDITIONS 

1.    Will work during normal business hours with availability evenings and weekends when necessary

2.    Frequent local travel required.
