ASRC Federal Data Network Technologies LLC, a subsidiary of ASRC Federal, is seeking a Technical Product Owner to support our Prime NOAA program based in Silver Spring, MD. This is a remote position.

 

The Financial Management Data System (FMDS) is a budget planning and execution analysis tool that uses its comprehensive data repository, analytics platform, and visualization capabilities to provide key organizational data to every level of NOAA financial management personnel. The system fuses data input directly by the NOAA budget community, with data from a variety of disparate organizational data sources into one filterable and manageable data set and presents the information through custom visualizations that quickly and effectively allow the user to extrapolate the relevant metrics without assistance from others. FMDS provides situational awareness of financial Key Performance Indicators against planned and predictive costing behavior to allow key stakeholders to make proactive re-obligation of funds if needed.

 

This Product Owner drives product strategy with a deep technical foundation, owning both the “what” and “why” while ensuring engineering execution aligns with long-term architecture goals and customer requirements.

 

Key Responsibilities:

  • Define, refine, and prioritize user stories with clear technical acceptance criteria
  • Act as the primary liaison between stakeholders and development/engineering
  • Translating business needs into technical requirements
  • Own end-to-end product lifecycle from concept to deployment
  • Help define product vision, roadmap, and technical direction
  • Prioritize features based on business value and technical complexity
  • Make trade-off decisions balancing performance, scalability, and delivery timelines to meet client requirements
  • Collaborate with architects and developers on system design and technical feasibility
  • Own backlog grooming, prioritization, sprint planning, and release readiness
  • Ensure alignment with APIs, data models, and system integrations
  • Define user stories, acceptance criteria, and technical notes
  • Help triage complex issues
  • Claridy expected behaviors vs. bugs
  • Ensure documentation exists and is accurate (in tools like Confluence)
  • Review or approve key documentation
  • Prepare and present slides, reports, information, updates, as required
  • Provide input on training material; perform training when necessary
  • Lead demos and explain new features to stakeholders
  • Support rollout of releases
  • Other responsibilities as required for the contract

 

Skills:

  • Strong understanding of software architecture, APIs, databases
  • Experience with Agile/Scrum tools (e.g., Jira)
  • Ability to read technical diagrams and sometimes code
  • Excellent prioritization and decision-making
  • Comfortable in fast-paced environments
  • Familiarity with CI/CD and DevOps practices
  • Excellent communication

 

Education:

  • Requires BS/BA in appropriate field (or equivalent) and 5-7 years experience of experience or equivalent
