Description/Role

 

Background: The Maryland Department of Health (MDH) requests a Sr. Project Manager to oversee the operations and maintenance of the State’s COVID-19 Vaccination Program Data and Analytics Technical Team activities that have transitioned to the Maryland Department of Information Technology (DoIT).

 

Duties/Responsibilities: 

  • Oversee the full project management life cycle for the project;
  • Perform day-to-day management of the project;
  • Provide strategic planning, development, implementation, and maintenance of IT healthcare systems across multiple hardware and software platforms;
  • Identify issues and risks and recommend mitigation strategies (risk management);
  • Ensure that project tasks performed are within scope, consistent with requirements, and delivered on time and on budget (scope management);
  • Identify critical paths, tasks, dates, testing, and acceptance criteria;
  • Monitors issues and provides resolutions for up-to-date status reports; and
  • Produce the necessary project planning documents, to include, but not limited to: 
    • Project Plan;
    • Project Schedule with a work breakdown structure (WBS);
    • Configuration Management Plan; and ○ Security, Privacy and Confidentiality Plan. 

Skills/Experience Required

Education:

  • Master’s degree or project management certification is preferred;
  • Bachelor's degree in Computer Science, Engineering or equivalent work experience required;
  • Current Project Management Institute (PMI) Certified Project Management Professional (PMP);
  • Current PMI-Agile Certified Practitioner (PMI-ACP) or equivalent;
  • Knowledge of state government policies and practices.

 

Experience:

  • At least eight (8) years of experience in IT and healthcare business experience in strategic planning, development, implementation, and maintenance of systems across multiple hardware and software platforms;
  • At least five (5) years of experience in managing IT related projects and must demonstrate a leadership role in at least three successful projects that were delivered on time and on budget;
  • Experience leading projects focused on data management in a dynamic environment; and
  • Experience leading projects using data that contains PII, PHI and HIPAA sensitive content.

 

NOTE:

  • 1. Proposed candidates must be authorized to work within the United States for at least 120 days from NTP. Proof of work authorization will be requested prior to on-boarding of candidate.
