Highlight is seeking a Program Manager who will be responsible for the end-to-end oversight, execution, and strategic direction of multiple large-scale or highly complex program initiatives in support of a customer within HHS.
Responsibilities:
• Provides broad program leadership for multiple large projects or significant segments of large, complex projects, ensuring alignment with Agency strategic goals and contract deliverables.
• Acts as the principal program spokesperson, serving as a liaison for Agency leadership, stakeholders, contracting officials, and external partners, and communicates program status, risks, and outcomes clearly and effectively.
• Leads, directs, and integrates the work and outcomes of multidisciplinary team members to ensure project objectives are met on time, within budget, and to the required quality standards.
• Provides frequent, critical, and prominent subject matter input to major decision-making processes, informing senior leadership and stakeholders with data-driven recommendations and expert analysis.
• Develops, maintains, and manages comprehensive project plans, schedules, risk registers, and resource allocations in accordance with PMBOK methodology.
• Facilitates regular program reviews, status briefings, and after-action reports for government stakeholders and program leadership.
Qualifications:
• A preferred minimum of ten (10) years of progressive project and program management experience, with demonstrated success managing large, multi-disciplinary project teams.
• Proven experience managing federal government programs of similar size, scope, and complexity, preferably within HHS.
• Demonstrated ability to manage competing priorities across multiple concurrent projects with complex interdependencies.
• Active PMP Certification
