About the Department
The Foreman is responsible for overseeing field operations and ensuring all work meets departmental standards and the operational needs of Smith County. This role manages assigned personnel, supervises roadway maintenance activities, and leads a crew of operators and laborers. The Foreman works independently on routine assignments while escalating complex or unusual issues to leadership. The position requires frequent interaction with the public and private entities and a strong commitment to safety, efficiency, and quality workmanship.
Position Duties
• Supervise and participate in roadway maintenance operations, including repairs to roads, bridges, culverts, and drainage systems.
• Lead and direct road crews, assign daily tasks, and provide training in safety and technical skills.
• Develop and manage daily and weekly work schedules, including planning materials and estimating quantities.
• Ensure proper delivery and use of materials at job sites.
• Operate and maintain heavy equipment such as excavators, graders, rollers, and related machinery.
• Coordinate with mechanics regarding equipment status and repairs.
• Build and maintain roadways, including stabilization and base work, with minimal supervision.
• Collect and document job-related data including labor, equipment usage, and materials.
Supervisory Responsibilities
Directly supervises assigned employees and is responsible for ensuring team members perform assigned duties effectively and safely.
Other Responsibilities
- Maintain records related to materials, supplies, and personnel.
- Ensure proper care, maintenance, and storage of equipment.
- Assist with estimating materials such as drainage pipe sizing.
- Support other departmental functions as assigned.
- Serve as acting lead in the absence of the Superintendent.
- Work extended hours, including evenings and weekends, and in adverse weather conditions as needed.
Minimum Qualifications
• Strong knowledge of roadway maintenance procedures and materials.
• Ability to work in physically demanding environments, including standing, walking, bending, and lifting for extended periods.
• Ability to work in confined spaces and at varying heights.
• Ability to work safely around heavy equipment, traffic, and other hazards.
• Ability to work outdoors in extreme weather conditions (below 32°F and above 100°F).
• Proficiency in operating light equipment and at least three types of heavy equipment (e.g., motor grader, excavator, backhoe, paver).
• Strong leadership, communication, and organizational skills.
Note: Candidates may be required to complete field testing on heavy equipment prior to final hiring.
Other Qualifications
• Minimum of five (5) years of experience in roadway maintenance or related field.
• Minimum of five (5) years of supervisory experience.
• Relevant college education or technical training may substitute for experience on a year-for-year basis.
• High School Diploma or GED required.
Licenses and Certifications
- Valid Commercial Driver License (CDL), Class B, with tanker endorsement required.

• Subject to extreme cold and heat; below 32 and/or above 100 degrees for more than one hour
• Subject to noise and vibration.
• Subject to hazards-moving vehicles/mechanical parts, high places/heat, or chemicals
• Medium work: Lift up to 50 lbs. at a time and frequently lift or carry objects up to 25 lbs.
• Crouching-bending body downward and forward by bending leg(s) and spine
• Standing-prolonged periods of time
• Walking-moving on foot to accomplish tasks long distance/from one work site to another
• Visual Acuity-operate motor vehicles and/or heavy duty trucks
