    Primary Purpose:

    Support the administration of district leave and benefits programs by processing leave and benefits transactions in accordance with established policies, rules, and regulations, and by providing timely notification, clarification, and assistance to employees and supervisors regarding leaves, absences, and benefit eligibility.

    Qualifications:

    Education/Certification:

    High school diploma or GED

    Special Knowledge/Skills:

    Knowledge of administration of leave programs and applicable laws.

    Ability to interpret and disseminate information to individuals and groups.

    Effective communication and interpersonal skills.

    Proficiency in keyboarding and file maintenance.

    Ability to use software to develop spreadsheets, databases, and do word processing.

    Knowledge of basic accounting principles.

    Bilingual (Spanish/English) strongly preferred.

    Experience:

    2 years of experience in human resources, insurance, or closely related field.

    Major Responsibilities and Duties:

    Leave Administration

    • Process all long-term absences according to established guidelines including determining eligibility for various leave programs (e.g., family medical leave and temporary disability leave) and providing employees with appropriate and timely notice.
    • Counsel with employees and supervisors concerning leave benefits and provide employees with accurate information related to absences such as deductions from pay medical certification requirements, return-to-work dates, and fitness-for-duty requirements.
    • Work cooperatively with payroll department and risk management to process and coordinate all employee leaves and absences, including those relating to workers' compensation claims.
    • Assist with employee orientation program and present information on leave benefits.

    Records, Reports, and Correspondence

    • Prepare correspondence, forms, and reports according to district standards and requirements.
    • Track absence data and provide campus principals, other department heads, and others with trend reports.
    • Maintain employee leave records, including confidential medical information in accordance with federal and state laws and regulations and district policies and procedures.

    Unemployment 

    • Receive claims form and submit initial responses to Texas Workforce Commission.
    • Assist Director with unemployment hearings as needed.

    Workers' Compensation

    • Manage district's Workers' Compensation program.

    HR Support

    • Assist HR Specialist with new hire processing as needed.
    • Complete annual audit of DPS record subscriptions.
    • Ensure DPS Criminal Background training provided and maintained by assigned staff.
    • Assist with Service Record requests by employees and other districts.

    Other

    • Follow district safety protocols and emergency procedures.
    • Create and maintain a welcoming, service-oriented environment toward all internal and external customers.
    • Comply with policies and procedures established by federal and state laws and regulations and local board policy.
    • Maintain Confidentiality in the conduct of district business.
    • Demonstrate regular and prompt attendance.
