Program Analyst – GFEBS (Real Property System of Record Lead)
Reports To: Program Manager
Location: Primarily remote/desk-side with on-site support at installations as required by task order
Clearance: Favorable NACI; Government-imaged computer access as needed
Location: Primarily desk-side / remote from the Contractor's office or home office (CONUS including Alaska, Hawaii, and outlying areas); occasional on-site support at DoD installations. OCONUS travel is highly unusual and only as required by individual task orders.
Purpose / Customer Benefit
The Program Analyst (GFEBS) serves as the technical focal point for all GFEBS-centric Real Property work, ensuring accurate data maintenance, quality, and reporting that directly supports audit compliance and sustainment funding decisions.
Key Responsibilities (Directly from PWS §5.2–5.2.1)
- Act as the expert lead for the GFEBS System of Record (and analogous lead for other systems when assigned).
- Perform data collection, creation, entry, analysis, editing, maintenance, and reporting in GFEBS and related RP systems.
- Obtain and maintain required GFEBS roles: Real Property Viewer, Real Property Maintainer, Asset Master Data Maintainer, Business Intelligence Plant, Property and Equipment Reporter (or current equivalents).
- Validate data integrity between electronic records and hard-copy requirements.
- Support field validation, asset documentation (DD1354s, MFRs, etc.), and reconciliation of data sets.
- Provide technical guidance to other team members on GFEBS processes and data relationships.
- Plan and allow time for Government-imaged computer provisioning and role/access setup (which can take several months).
- Ensure all GFEBS work meets CUI handling, training, and security requirements.
- Report experience level and qualifications to Government for task-order verification.
Minimum Qualifications
- Bachelor's degree in Business, Information Systems, Real Property Management, or related field.
- Minimum 2 years demonstrated hands-on experience with GFEBS (all underlying modules) within the last 24 months (preference: within last 12 months).
- Proficiency in Microsoft Office Suite and database management.
- Direct experience performing Real Property data entry, quality control, and reporting in GFEBS.
- Ability to obtain/maintain the five listed GFEBS roles (or current equivalents).
- Working knowledge of DoD Real Property audit readiness and asset documentation requirements.
- Excellent attention to detail and data integrity focus.
- Must pass NACI and maintain IAT Level I certification.

- Accurate, timely data updates with zero material errors in Government system audits.
- Successful completion of all required GFEBS role provisioning within task-order timelines.
