Duties

Developing and coordinating budget policies and methods to ensure consistency of approach, validity, and quality in the accomplishment of IC program management objectives.,Providing analysis and advice on a range of complex financial matters to program managers and staff including authoritative interpretations of budgetary policy and guidance.,Serving as a technical authority on budget formulation and execution.,Analyzing new, revised, and/or pending legislation to determine budgetary impact on IC mission priorities; advises senior leadership on budget and financial strategies to meet legislative mandates.,Providing guidance on complex budget issues, resolving technical problems, and ensuring consistency in the application of budgetary policies, regulations, and procedures across all IC budget activities.,Distributing funds to IC components, analyzes actual expenses as compared to plans, makes projections, and indicates adjustments in plans necessary to maintain equitable program balance.

Qualifications

You qualify at the GS-14 level, if you meet the following qualification requirement: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Leading budget formulation, presentation, and execution activities for complex programs; providing advice to senior leadership on budgetary policies, financial management, cost analysis; developing and analyzing budget estimates, justifications, Congressional materials; monitoring funds control activities including obligations, allocations, expenditures to ensure compliance with laws and regulations; developing budgetary policies, procedures, financial operating plans; mentoring staff, providing technical guidance on budget preparation, fiscal allocation, financial analysis. You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.
