Job Description

Position: DOCTRINE & STRATEGIC GUIDANCE INSTRUCTOR/SME 

Type:  Full-Time 

Location:  Joint Base McGuire-Dix-Lakehurst (JBMDL), NJ 

Travel: 10% 

**Contingent Upon Award** 

Position Summary:  The Doctrine & Strategic Guidance Instructor/SME delivers high-impact instruction and curriculum development in the areas of national security strategy, strategic guidance, irregular warfare, building partnership capacity, campaign planning, and more, for USAF and partner agency students. The position provides expert advice, maintains currency in evolving topics, and ensures training objectives are met. This SME also collaborates closely with USAF leaders and other SMEs to refine lesson plans, oversee assessments, and support continuous improvement in academic operations. 

Duties and Responsibilities:   

These services are required to support unique efforts which may require: 

  • Meet minimum USAF EOS Student and Qualified Instructor requirements at government expense and IAW EOS-established policy 
  • Serve as the focal point and SME in their respective discipline. When qualified, be prepared to assist and teach lessons in other disciplines as determined by the Site Manager. 
  • Provide technical support, planning, consultation, analysis and expert advice to establish, maintain, and improve their respective area’s instruction. 
  • Develop, update, revise, and deliver their respective area’s curriculum and courseware within USAF EOS-established policy. 
  • Provide instruction on National Security Strategy, DoD regulations, Irregular Warfare, and more 
  • Ensure the most current student education and training materials are used and are provided to each student at the beginning of each lesson, as required 
  • Produce, assemble, and manage student materials as required to include paper and/or electronic (DVDs, etc.) based training materials provided by the Government 
  • Prepare classroom for instruction and ensure academic equipment, projectors, televisions, computer learning stations, etc., including uploading of computer-based training, if applicable, are functional 
  • Begin each lesson on time and teach for the prescribed amount of time IAW the student schedule unless the COR authorizes a schedule deviation 
  • Perform instruction/demonstration and student evaluations as required by the syllabi and lesson plan. Maintain satisfactory or above on Government administered instructor evaluations. 
  • Review learning objectives with students in preparation for examinations 
  • Follows USAF EOS-established policy for make-up/remedial instruction for missed classes or failed examinations 
  • Attend meetings, conferences, and symposiums on topics related to their area of expertise and participate in instructor professional development 
  • Be prepared to teach lessons as directed by the Site Manager to balance instructor workload and to meet mission requirements 

Specific Duties Related to Type of Instructor:  

  • Provide instruction and evaluations to students on Doctrine, Strategic/Regulatory Guidance, and Theory in the realm of National Security Strategy, Guidance for Development of the Force, applicable DoD and service specific regulations and instructions, Irregular Warfare, Building Partnership/Building Partnership Capacity, Security Force Assistance, Foreign Internal Defense, Stability Operations, Counterinsurgency, Counterterrorism, Theater Campaign Planning, etc. 
  • Teach subjects such as, but not limited to Strategic Guidance for Air Advisors, Aviation Enterprise Development, Theater Guidance, Irregular Warfare Fundamentals, Insurgency Fundamentals, Counterinsurgency Fundamentals, Foreign Internal Defense, Systems Thinking, etc. 
  • Liaison with functional community’s subject matter experts, including Air Force Geographic Component Commands and other functional commands, Headquarter Air 
  • Force (HAF), MAJCOMs, C-NAFs, other services, interagency, intergovernmental, and non-governmental organizations, as well as any other organizations to ensure curriculum remains relevant and current. 

Required Skills and Abilities:   

  • Ability to obtain/maintain Secret Clearance 
  • U.S. Citizenship/Residency required 
  • Fluent English, advanced communication skills 
  • Master’s degree from an accredited college or university 
  • Must possess a valid passport and driver’s license 
  • Shall have deployed as a Military Advisor, Political-Military (Pol-Mil) Affairs Strategists (PAS) Officer, Regional Affairs Strategists (RAS) Officer, Foreign Area Officer (FAO), Foreign Provincial Reconstruction Team (PRT) member, attaché or security assistance officer (SCO), or in a position equivalent to one of the above having military advisory experience. 
  • Completed Air Command and Staff College, Senior NCO Academy, or sister school equivalent, in-residence or by correspondence 
  • Service at DoD Major Command Staff or higher for at least two years 
  • Ability to collaborate and present in a classroom and cross-functional setting 
  • Professional conduct and compliance with all USAF EC policies 
  • Ability to teach, present, and manage classroom environments 
  • Some lifting/moving of teaching materials/equipment; ability to stand for extended periods 

  

Physical Demands and Work Environment: While performing the duties of this position, the employee is regularly required to talk, listen, and write. The employee frequently is required to use foot/ankle motions, hands or fingers, handle or feel objects, tools, or controls. The employee is required to stand, walk, sit; and reach with hands and arms. The IC must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this position include close vision, distance vision, and the ability to adjust focus. The noise level in the work environment is usually moderate.
