Job Description

Minimum Education and Experience Requirements:  

  • Bachelor’s Degree in Facilities Management, Business Administration, Engineering, or a related fieldANDsix (6) years of progressively responsible experience in facility maintenance operations, various trades operations/management, materials management, or building systems operation/maintenance/management (e.g. HVAC, electrical, plumbing, fire protection, elevators, etc.). 
  • Experience in the supervision and management of staff in facility construction, maintenance or operations is required. 
  • An equivalent combination of education, training, and experience is acceptable.

Position Summary 

Under the supervision of the Director of the Department of Facilities Management, this senior management position is responsible for providing and executing the County’s facility and building maintenance/operations and repair services and programs through a force of various trades groups, supervisors, and other labor categories required to maintain facilities. The Deputy Director of Operations oversees the execution of Facilities Management operating projects and services, outside department work orders and approved community requests, supports other departments/divisions (i.e., Special Events, Elections, etc.) and capital projects associated with County facilities.

Position Duties 

  • Oversees the general work of building custodial maintenance staff and trades employees assigned to building repair and maintenance.
  • Develops, plans, and implements/executes maintenance programs associated with the County’s facilities and equipment inventory.
  • Coordinates all maintenance schedules and efforts across various divisions and other county departments; schedules required repairs and replacement work accordingly.
  • Interacts with Call Center operations related to IT platforms used in facility maintenance programs (i.e, CityWorks).
  • Manages, oversees, and participates in the development of yearly operating budgets associated with the division; executes and directs the expenditure of funds for facility maintenance programs and projects.
  • Monitors monthly expenditures to assure that the division stays within its annual approved budget.
  • Assists the Director of Facilities Management in setting department policy, developing strategic plans, goals, and objectives for the division, implementing department and division initiatives, and representing department philosophy to employees as well as outside agencies.
  • Administers county and department policies, procedures, rules and regulations relevant to the division.
  • Optimizes the utilization of resources (budgeted funding, personnel, materials, supplies, etc.) assigned to the division.
  • Assists with the hiring of staff and all related personnel/labor matters within the division.
  • Assists in the development of and compliance with related trade and labor contracts associated with the division.
  • Performs other related duties as required or requested.

Supervisory Duties:

  • Exercises direct, technical, and functional supervision over technical, maintenance, administrative/supervisory, and clerical personnel in the division.
  • Evaluates employee work and performance, recommending and implementing disciplinary actions and performance improvement measures for personnel within the division.
  • Manages employees in strict accordance with applicable laws, regulations, and established policy including union agreements to ensure fair and standardized treatment of employees.
  • Assures that adequate technical and safety training is provided to all division employees so that they possess the latest technology and principles as it relates to their job duties.

Hiring Requirements 

Background, Real Estate Tax, Drug and Medical 

Allegheny County employment policy requires that in order to receive a final offer of employment, candidates must successfully pass a background check, which includes verification of Allegheny County Real Estate Tax status, along with a drug test and medical examination/s as required for the position. In cases pre-employment drug/medical screening is required, testing be completed within 48 hours of the acceptance of the conditional offer of employment. 

  

Residency 

New hires are required to become a resident of Allegheny County within one (1) year of appointment.
