At Honda we embrace inclusion in our various policies, so whilst our contracts state that the hours are as required to fulfil the role with a minimum of 35 hours per week, we offer flexibility for when you work. The regular office hours are 08:00 – 16:00 Monday to Thursday with a half hour lunch break & 08:00 – 13:00 on a Friday. However, we offer flexibility of when you work with our daily flex-time start of between 07:00 and 11:00 providing that there is no business requirement.
Whilst there is no contractual right to work from home, the flexibility we offer is that you can request to work from home 2 days per week, again providing there is no business requirement to attend the office.
Role:
The Recruitment & Governance Lead is an experienced senior internal recruiter responsible for delivering permanent recruitment for UK roles whilst coordinating recruitment activity across Europe. The role will also provide expert governance, control, and strategic oversight of a diverse population of agency workers and contractors.
This role combines hands on recruitment delivery with workforce governance, compliance, and analytics, ensuring hiring activity operates within robust, audit ready frameworks and complies with corporate governance standards, European legislation, and regulatory obligations, including Sox, and contractor/agency legislation.
Main Responsibilities:
Recruitment
• Deliver end to end recruitment, including advertising, shortlisting, interviewing, offers, and onboarding administration for UK based roles.
• Coordinate and consolidate regional recruitment data and insights across Europe, partnering with local HR to ensure accurate and timely understanding of recruitment activity.
• Ensure all job vacancies follow the internal approval process, communicating outcomes to relevant departments to enable recruitment activity to commence.
• Review employment legislation changes to ensure governance around recruitment processes.
• Evaluate new job descriptions to appoint a job grade, as per Honda’s job grading structure, and manage the job description library across Europe.
• Provide expert guidance on UK recruitment practices and market conditions to drive data and analytics to provide insights into turnover through exit interviews and market pay rates for contractors or industry specialism.
• Monitor, analyse, and report on recruitment and workforce metrics, including time to hire, cost per hire, demographic data, and contractor populations.
• Develop dashboards and reporting to support strategic decision-making and continuous improvement.
• Support EU Pay Transparency requirements during recruitment offers for both permanent and non-permanent roles.
• Lead the tender process for recruitment agency contract renewal.
• Own and oversee the probation review process, ensuring objectives are set and outcomes completed within defined timeframes.
Governance
• Provide governance oversight for a large pool of agency and contractors, including usage controls, contractual compliance, onboarding and extension of contracts.
• Lead corporate governance controls across recruitment and workforce engagement.
• Lead internal and external audits, ensuring processes align with corporate governance frameworks and evidence is audit ready.
• Identify governance or control gaps and drive continuous improvement to processes, documentation, and compliance consistency.
• Provide oversight of diversity and inclusion metrics within recruitment, ensuring alignment with internal objectives and regulatory expectations.
Qualifications, skills and experience: Required/Desirable
Required
• Significant internal recruitment experience
• Strong experience in recruitment delivery and governance
• Highly competent in structured interviewing, recruitment administration, and process control.
• Experience working with recruitment statistics and metrics, including time to hire and pipeline reporting.
• Strong attention to detail with the ability to maintain audit ready documentation.
• Confident stakeholder engagement to positively challenge
• A data driven mindset and demonstrable experience interpreting data and making recommendations to stakeholders at all levels.
Desirable
• Previous experience in managing external audit processes or corporate governance requirements.
• Knowledge of IR35 and contingent labour legislation, with experience implementing compliant governance frameworks.
• Knowledge of Health & Safety governance
• Experience with job evaluation frameworks.
• Experience of using SAP or similar systems.
• Experience working in pan European or multi country environments.
