The mission of the Group Internal Audit Vice Presidency (GIAVP) is to protect and enhance the value of the World Bank by providing independent, objective, and insightful risk-based assurance and advice. GIA provides an independent view on whether processes for managing and controlling risks to achieve the World Bank's goals and overall governance of these processes are adequately designed and functioning effectively. GIA's work is carried out per the Institute of Internal Auditors (IIA) International Professional Practice Framework. GIA reports to the President and is under the oversight of the Audit Committee.

GIAVP is headed by the Vice President (VP) and Auditor General (AG), who is responsible for setting the mission and vision, building strong partnerships with Senior Management and the Audit Committee, and providing value-adding assurance and advisory services that meet the institution’s needs. GIA’s Director is responsible for supporting the AG in the effective and efficient development and execution of GIA’s work program. GIA functions through six distinct units:
(1) Professional Practices and Innovation (PPI) - leads initiatives that drive GIA productivity and implement GIA’s strategic plan, such as work program governance, digitalization & innovation, and data analytics.
(2) Development Operations (DO) provides assurance and advice for the WBG’s activities to deliver developmental results to clients, including country engagements, fiduciary, integrity, E&S, and public- and private-sector financing.
(3) Corporate Processes and Finance (CP) - provides assurance and advice for the WBG’s finance and corporate process activities, including treasury, financial accounting and reporting, administrative and capital expenditures, budgeting, human resources, legal, and other corporate functions.
(4) Information Technology (IT) - provides assurance and advice for the WBG’s IT systems and processes as well as Data Governance and Data Management practices including standalone IT infrastructure, enterprise systems and information security, data privacy and data management, etc.
(5) Country Assurance and Advisory Program and Ukraine Oversight Program (Regional Team) – provides assurance and advice by assessing governance, internal controls, and risk management of in-country processes.
(6) Office of the Vice President (OVP) – provides dedicated support to the VP/AG by acting as the strategic hub for GIA in areas related to communications, reporting, partnerships, and implementation oversight of strategic initiatives.
Units 1-5 are led by Managers who report to the Director and are responsible for developing and delivering the GIA work program. OVP is led by a Manager who reports directly to the Vice President and Auditor General.
The primary focus of OVP is to provide dedicated support to the VP/AG, deliver clear and consistent communication and reporting, including to the Board of Directors, and lead the overall coordination of strategic initiatives that drive GIA toward achieving its goals and objectives. GIA is seeking to hire one individual to serve in OVP, though this individual will work regularly with colleagues across the unit.
SCOPE AND RESPONSIBILITIES:
The Project Officer (GF) will provide dedicated support to the OVP Manager in the planning, implementation, and reporting of key deliverables, strategic initiatives and events, working cross-functionally with other GIA units to ensure that GIA effectively and efficiently delivers on its mandate. This individual strengthens GIA’s adherence to leading project management principles in its daily operations and facilitates the alignment of key priorities and activities across GIA’s business units to GIA’s long-term strategy. He/she is also a member of GIA’s Knowledge Management team.
Specific duties and responsibilities for the Project Officer include but are not limited to:
•Provide dedicated, day-to-day, support to GIA’s OVP Manager.
•Oversee the design and implementation of special projects tasked by either the OVP Manager, the VP/AG, or GIA’s Leadership Team. Support timely project delivery, with an attention to quality.
•Project-manage the production of GIA’s Board reports (i.e., Quarterly Reports, Annual Report, and Annual Work Program and Risk Assessment), including the planning, coordination, scheduling, monitoring, and controlling of necessary project tasks.
•Oversee the monitoring and reporting of GIA’s strategic initiatives (SIs); present findings to GIA’s Leadership Team (LT) for awareness and action. Work closely with all SI owners to provide project support, as needed.
•Drive the lessons-learned process for OVP projects and share relevant findings across GIA to support a culture of continuous improvement.
•Provide cross-functional support to GIA’s Director to help advance the Director’s priorities.
•Strengthen GIA’s project management culture, discipline and governance. Coach GIA staff on PM best practices and help build GIA’s PM capabilities.
•Serve as a member of GIA’s Knowledge Management (KM) team and help advance GIA’s knowledge management transformation, including the development of a long-term KM vision (principles, framework, approach) and initiatives.
•Assist PPI team members, as needed, in maintaining data accuracy and integrity across GIA’s information and workflow management systems (e.g, Wrike, DRA).
Selection Criteria
•MBA or master’s degree in business, economics, finance, or a closely related field
•A minimum of 5 years’ experience in project management or management consulting in functional areas such as change management, risk management, performance management, program management, business process review, strategy, and value realization.
•Experienced using project management tools like MS Project, Wrike, Workday, etc.
•Proven record of success in project management positions.
•Excellent ability to manage project milestones and keep all action owners accountable with timely completion.
•A good understanding of Internal Audit processes and procedures will be an added advantage.
•Strong interpersonal skills, including developing solid relationships with members of GIA’s leadership team to build positive and productive relationships.
•A working knowledge of strategy development, including implementation, and the ability to listen and integrate ideas from diverse views.
•Ability to engage with a wide range of stakeholders with diplomacy and ease.
•Working experience in the World Bank or other international development organizations is desirable.
•A working knowledge of Scrum/agile principles and techniques.
•PMP or PgMP certification and relevant Change Management Certifications like Prosci and CCMP
•Fluency of the MS Office Suite (Outlook, Word, Excel, PowerPoint, OneDrive, SharePoint, etc.).
