Inspector
DEPARTMENT: Engineering
REPORTS TO: Construction Supervisor
SCHEDULE: Monday-Friday, 7:30 am-4:00 pm (some flexibility with hours)
Position Summary:
The Inspector is responsible for overseeing contractors working on water main replacement (WMR) and subdivision projects to ensure compliance with Northern Kentucky Water District (NKWD) specifications, guidelines, and regulatory requirements. This role involves daily inspection of work sites, documentation, contractor coordination, customer communication, and mapping of completed projects. Additionally, this position contributes to regulatory compliance and efficient operations of the District.

Inspection & Project Oversight
- Conduct daily inspections of new and replaced water mains to ensure adherence to NKWD specifications.
- Oversee contractor installation of water mains, meters, hydrants, and service lines, verifying materials and methods align with approved plans.
- Perform pressure testing, flushing, and sampling of new water mains before they are placed into service.
- Identify and authorize project field changes due to depth, existing utilities, or unforeseen obstacles (up to $2,000).
- Oversee the installation of new residential and commercial water services which includes locating the water main, inspecting work performed by the water service contractor, handling contractor pay requests, assuring that the correct documentation and paperwork is recorded.
- Inspect construction of meter pits and fire lines to ensure compliance with District standards.
Mapping & Documentation
- Complete GPS mapping of new/replaced water mains, meters, and meter pits.
- Submit mapping and project documentation for strip maps and updates to the district’s GIS system.
- Track materials used on projects for payment processing.
- Prepare and submit daily inspection reports (DIRs) and maintain detailed project records.
- Process contractor payment requests based on completed work and verified material usage.
Contractor & Customer Coordination
- Act as the primary on-site representative for NKWD, working closely with contractors to ensure smooth project execution.
- Communicate with customers regarding project updates, concerns, and potential disruptions.
- Coordinate with other departments (Distribution, Engineering, and Operations) regarding shutdowns and emergency responses.
- Conduct locate requests and assist in verifying the location of existing water mains.
Regulatory & Safety Compliance
- Ensure contractors comply with safety standards and report any violations or incidents.
- Maintain compliance with NKWD’s policies, local, state, and federal regulations for water distribution projects.
- Work with the Construction Foreman and Supervisor to schedule projects and address unforeseen issues.
Education and Experience:
- High School degree or GED required, some college level or technical certification preferred.
- 3-5 years of experience in construction, mechanical, or utility inspection.
- Or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
Licensing/Certifications:
- Valid Driver’s License required.
- OSHA 10-Hour Certification preferred.
Additional Skills:
- Proficiency in Microsoft Office and basic GIS software.
- Strong knowledge of water systems, fittings, and materials.
- Ability to read and interpret construction plans, maps, and specifications.
- Effective problem-solving and multitasking skills.
- Excellent communication and customer relations abilities.
- Capable of working flexible hours, including night work and emergency shutdowns.
Work Environment and Physical Demands:
This position is exposed to all climates. It spends time in the field to monitor ongoing projects; however, may require physical or manual labor. Works with field related equipment, computer, copy machine, fax, and phones. The position requires auditory and visual skills; and the ability to follow written and oral instructions and procedures. There is no regular travel expected for this position.
