POSITION OVERVIEW
The Working Lead (Assistant Supervisor) is a producing field leader within Interstate Business Solutions’ statewide Litter & Debris Operations. This role combines hands-on litter abatement work with frontline crew leadership and operational support.
Working Leads operate company vehicles, lead crews in the field, enforce safety standards, support inspection driven deployment, and ensure assigned work areas meet Level of Service (LOS) requirements before crews leave the site. The Working Lead reports directly to the Regional Supervisor and serves as a key support role in daily field execution.
Requirements
KEY RESPONSIBILITIES
Field Production & Crew Leadership
- Serve as driver and working field leader of an assigned litter abatement crew
- Perform litter collection and debris removal alongside crew members
- Lead by example through productivity, professionalism, and accountability
- Ensure assigned work zones meet LOS standards prior to demobilization
- Support route and deployment adjustments as directed by the Supervisor
Safety & Traffic Control
- Enforce required use of Personal Protective Equipment (PPE) at all times
- Assist with placement, monitoring, movement, and recovery of temporary traffic control devices
- Maintain compliance with OSHA, MUTCD, and IBS safety standards
- Immediately correct unsafe behaviors or conditions and report concerns to the Supervisor
Route Execution & Quality Control
- Support route patrol and inspection activities when assigned
- Identify litter accumulation, debris hazards, or performance deficiencies during active operations
- Confirm completeness and quality of debris removal prior to leaving the work zone
- Document completed work and escalate unresolved issues to the Supervisor
Equipment & Vehicle Responsibility
- Safely operate company trucks, vans, and vehicles pulling trailers
- Conduct daily vehicle, trailer, and equipment inspections
- Report maintenance needs or safety concerns promptly
- Ensure tools, PPE, and equipment are properly secured and maintained
Workforce Support & Development
- Assist in training new crew members in safe and efficient work practices
- Promote teamwork, reliability, accountability, and professionalism
- Serve as acting supervisor during temporary Supervisor absences when assigned
- Support IBS’s fair chance employment mission while maintaining performance expectations
Documentation & Reporting
- Submit daily crew activity and production reports to the Supervisor
- Track miles serviced, hours worked, and notable field conditions or deficiencies
- Communicate complaint responses, emergency work, or special assignments as directed
MINIMUM QUALIFICATIONS
- Minimum one (1) year of leadership or crew lead experience, preferred
- Valid driver’s license with a clean driving record
- Ability to safely operate company vehicles and trailers
- Ability to work outdoors in all weather conditions
- Ability to walk up to 5 miles per day over uneven terrain
- Ability to lift up to 50 pounds regularly
- Strong communication skills, reliability, and sound judgment
- Familiar with Microsoft Office suite
PREFERRED QUALIFICATIONS
- Experience in outdoor public works, highway maintenance, or right-of-way services
- Experience working under performance-based service contracts
- Bilingual (English/Spanish)
- High School Diploma or GED
Summary
WORK ENVIRONMENT
Work is performed outdoors along highways, shoulders, medians, and rights-of-way. Working Leads are regularly exposed to traffic, noise, weather conditions, fumes, airborne particles, and physically demanding terrain. This role requires consistent field presence and active physical labor.
