General Statement Duties
Performs semi-skilled and skilled labor work in the maintenance of City’s streets, cemeteries, water and wastewater pipes, and other city structures, facilities, and grounds. Positions may be assigned in the Public Works or the Public Utilities Departments depending on duties and responsibilities.
Distinguishing Features of the Class
An employee in this class performs semi-skilled and skilled labor work in maintaining City structures, facilities, and grounds. Work includes general landscaping, digging, equipment maintenance, leaf collection, patching pipes and pavement, driving a city truck, loading and unloading crew supplies, directing traffic, cleaning water and wastewater lines or related structures, janitorial work, and other labor-intensive tasks. The employee must exercise some independence of action and judgment when traveling between assigned worksites and completing assignments. Work is distinguished from the Maintenance Worker by the type and complexity of work assignments, the knowledge and ability to perform certain maintenance tasks, and degree of supervision required. This classification is non-supervisory, and work is performed under the direction of a maintenance supervisor or crew leader. Work is evaluated by visual inspection, review of maintenance reports, and periodic discussions with employee.
Essential Duties
- Checks operation of water hydrants by manually turning valves on and off with valve key or wrench; reports needed valve replacements to immediate supervisor; checks flows of sewer lines as required and reports oils and grease buildups
- Performs various building maintenance tasks such as painting, carpentry, routine electrical or plumbing work, or other equipment and building maintenance tasks
- Digs, patches, and backfills pavement or grounds with asphalt or concrete using shovels, dump trucks, jackhammers, and tamps; repairs water and wastewater pipes including repair of main breaks; digs pavement, cuts, or clamps pipes, and backfills holes as required
- Sets up cones and traffic dividers at work sites; acts as flag person for directing traffic
- Delivers equipment and maintenance supplies to job sites; restocks shelves and bins; drives dump truck to and from worksites hauling debris or mud used for backfilling
- Performs general landscaping work including operating riding and push mowers, weed eaters, trimming and pruning trees and shrubs, and cutting down trees; rakes leaves into vacuum truck and operates leaf vacuum truck as required; shovels snow from sidewalks and pavements and spreads ice melting materials to prevent slippage
- Records readings and measurements at designated water and wastewater sites
- Responds to citizen or public inquiries on purpose of work; refers to supervisors as required
- Performs other general maintenance duties as assigned
Knowledge, Skills, and Abilities
- Knowledge of general building, landscape, grounds maintenance, and street maintenance work performed by a municipality including cemetery plots and horticultural areas
- Knowledge of and ability to operate push and motorized mowers, tractors, dump trucks, leaf blowers, forklifts, weed eaters, tamps, jackhammers, shovels, rakes, and other maintenance equipment: knowledge of application methods for grass seed, straw and mulch as well as fertilizers, pesticides, and herbicides under the direction of a licensed superior
- Knowledge of safety practices required in the work performed
- Ability to identify and report safety issues and maintenance needs for various structures, grounds, and facilities; ability to receive and follow supervisory instructions and report work related problems to a supervisor
- Ability to perform manual labor work in varied working conditions for extended periods of time; ability to work with others as member of a team and independently without supervision
- Ability to work varying schedules including weekends or in emergency situations as needed
Physical Requirements
Work in this position is heavy work exerting up to 100 pounds of force occasionally, and/or up to 20 pounds of force constantly to move objects. Employees must have the visual acuity to determine the accuracy, neatness, and thoroughness of the work assigned as well as recognize and apply safety standards to work performed.
Working Conditions
- Employees are subject to outside environmental conditions, including extreme cold and heat as well as noise levels requiring workers requiring the wearing of protective gear.
- Employees are subject to physical workplace hazards including proximity to moving mechanical parts or vehicles, electrical current, working on scaffolding and high places, and potential exposure to chemicals.
- Employees are subject to atmospheric conditions including fumes, odors, dusts, dirt, mists, gases, or poor ventilation.
- Employees may work in close quarters, crawl spaces, shafts, manholes, small enclosures, small sewage and water line pipes, and other areas which could cause claustrophobia.
Education and Experience
Graduation from high school or GED equivalent. Some experience performing manual labor and/or trades work involving maintenance to buildings, water & sewer lines, street maintenance, and/or grounds facilities preferred.
Special Requirements
NC Drivers’ License; may require a valid North Carolina Driver License (CDL-B)
Certain positions may require NC DENR certifications in water distribution (Water “C” Certificate) or wastewater collection (Wastewater Grade II Certificate)
