Duties
Administers the CMS ethics program and serves as a program expert concerning the operation, administrative direction, interpretation and application of standards of conduct and ethics regulations for CMS.,Develops, evaluates, and implements revisions or changes to the Agency's ethics operations and policy documents.,Serves as a technical consultant and source of data to the Agency’s Deputy Ethics Counselor (DEC), managers at all levels, and others on the full range of the Ethics in Government Program.,Advises and assists employees and managers on a variety of sensitive issues that involve controversial matters of employee standards of conduct and ethics laws, rules, and regulations.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: Analyzing potential conflicts of interest, making determinations regarding compliance, and recommending or implementing mitigation strategies to address identified risks and concerns; Conducting reviews and analyses of confidential and public financial disclosure reports to ensure compliance with applicable ethics laws, regulations, and policies; AND Interpreting and applying federal ethics laws, regulations, and policies to provide guidance to employees and management on ethics matters. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment.
