Job Description

About the Department

Under supervision, Housing Rehabilitation Specialists perform office and field work related to all phases of housing rehabilitation projects, from initial inspection and evaluation through the completion of construction.  Incumbent will evaluate housing structures, including both single-family and multifamily units, for rehabilitation in accordance with the City's housing rehabilitation programs, ordinances, building codes and other housing quality standards. Duties include conducting; coordinating the bid process with homeowners and contractors; conducting walk-throughs with contractors to review the scope of work; inspecting contractor work for quality, adherence to repair specifications, and rehabilitation standards; preparing change orders as needed; and ensuring projects are completed timely and within budget. The incumbent will also provide administrative and technical assistance to property owners, maintain accurate records of rehabilitation activities related to grant and loan projects, and establish and maintain effective working relationships with those contacted in the course of work. This position requires driving approximately 60 percent of the time and therefore requires a valid driver's license.

One vacancy currently exists in the Planning & Development Department, Housing and Community Development Division. Immediate and future vacancies will be filled from this eligible list for a period of three (3) months from the date the eligible list is created, with the option of extending that period for up to a maximum of two (2) years at the City’s discretion. Should the competitive process be suspended for this recruitment, the eligibility list may be limited to three (3) months.


The Requirements

Applicants must meet the minimum qualifications on or before the posted filing deadline in order to qualify for the examination and does not assure a place on the eligibility list: 

High school diploma or GED or equivalent; 

and

Three (3) years’ full-time experience as a licensed building contractor; or three (3) years' experience in the construction trades as a carpenter, electrician or plumber.


Additional Requirements

Possession and continued maintenance of a valid California Driver's License is required at the time of appointment. Candidates considered for hire must provide proof of a valid driver's license and current copy of their driving record.   

Completion of the U.S. EPA Lead Renovation, Repair and Painting (EPA RRP) within 6 months of appointment. [JS1][MC2]

Eligible candidates certified for consideration for this position and subsequently selected following a Department interview will be required to successfully complete a Department of Justice fingerprint process prior to employment with the City of Fresno.  


The Selection Process

The examination process may consist of the following:  

Written Examination - 100%: The written examination is designed to assess ability to prepare/develop specifications, ability to read and interpret blueprints, ability to interpret regulations, and knowledge of construction techniques, safe work practices and procedures, critical thinking, written communication skills, reading comprehension, following directions and ability to apply public contact and judgment/interpersonal relations skills. Candidates must achieve a passing score on the Written Examination to qualify for the eligible list. 

The tentative written exam date is the week of May 4, 2026.

The City reserves the right to amend any phase of the examination process should there be a limited number of successful candidates. Should such amendment be exercised, a candidate's final score and placement on the eligible list would be based upon the completed examination phase(s).
