Duties

The VA Boston Brockton supervisory team has a variety of clinical programs with a wide range of social work services providing outpatient and community-based services and treatment for veterans and families. These programs include complex specialty care such as, Dementia Care Coordination, Intimate Partner Violence, Veteran Directed Care, and Medical Foster Homes. The section also includes larger programs such as the Post 9/11 Military 2 VA Case Management (to include the Wounded Warrior Care Network), the Coordinated Care and Integrated Case Management Program, and Home-Based Primary Care social workers. The incumbent is responsible for the strategic planning and operation of assigned program and operations ensuring goal alignment with Social Work Service The incumbent is responsible for the strategic planning and operation of assigned programs and operations ensuring goal alignment with Social Work Service. Duties include but not limited to: Ensures the delivery of Social Work services on a routine and emergent basis, including non-administrative hours; Ensures that essential Clinical Social Work functions are provided, to include pre-admission planning and admission; discharge planning and coordination; coordination of community-based services; and crisis intervention services; Provides supervision for all staff within area of responsibility Develops position descriptions or functional statements, performance standards, competency assessments, and completes performance appraisals; Plans or participates in planning for Social Work coverage in all program areas, including after hours coverage; Ensures compliance with Joint Commission, CARF, and Long Term Care Institute standards as applicable to social work service and programs; Develops and implements social work practice guidelines to streamline operations; and, Provides leadership in identifying and addressing ethical issues that impact clients and staff. Serves as key member of the Social Work Professional Practice Council, the Social Work Service Management Team, the Community Care and Integrated Case Management CCRT and Oversight Committee as well as various social work, facility, VISN and VACO working groups, task forces, and committees; Responsible for developing, planning, administering, and managing assigned programs and operations within social work service ensuring program effectiveness and evaluation; Serves as the liaison to other services or care lines, other facilities, VISN offices, and VHA Central Office. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Social Worker (Program Manager), GS-14 Experience/Education: One year of experience equivalent to the GS-13 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Individual may have certification or other post-master's degree training from a nationally recognized organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: The Associate Chief social worker must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities a) Skill in large scale program coordination and administration across multiple sites, which includes consultation, negotiation, and monitoring. (b) Ability to translate management goals and objectives into well-coordinated and controlled work operations. (c) Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program. (d) Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. (e) Ability to provide the full range of supervisory duties which would include responsibility for assignment of work to be performed; performance evaluations; selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. (f) Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. (g) Skill in developing policies, procedures, and/or practice guidelines for the program and in participating in national program development. (h) Ability to collaborate with internal VHA partners, locally and on a national level, as well as external community partners to further program goals and enhance patient centered care. References: VA Handbook 5005/120, Part II, Appendix G39 Physical Requirements: Traveling throughout the Medical Center and community is required, as is performing activities involving sitting, walking, and standing, bending and carrying such items as books, papers, and files. In carrying out responsibilities, it may be necessary for the incumbent to travel into the community where he/she conducts interviews with the veterans, their families, representatives of community health and welfare agencies and law enforcement agencies. The incumbent must possess current driver's license and drive a government vehicle carrying out professional duties when deemed necessary.
