Summary:
Strategic Sourcing Manager develops long-term strategies to find, evaluate, and manage suppliers for critical goods/services, focusing on reducing costs, mitigating risks, and maximizing value beyond simple purchasing. This involves market analysis, complex contract negotiation, and collaborating with internal teams to align procurement with business goals. Key duties include negotiating and executing strategic contracts, creating category strategies, managing vendor relationships, analyzing spend, and implementing sourcing strategies that ensure cost-efficiency, quality, and risk reduction all while leveraging data and market trends.
Responsibilities:
* Develops and maintains documentation as appropriate -- files, logs, records, reports, etc.
* Ensures employees and resources complete assigned training and development
* Maintains knowledge of, follows, and enforces all rules, regulations, policies and guidelines for assigned area
* Plans staff to meet operational needs
* Develops, communicates, monitors location- or function-specific procedures and guidelines

Develop, implement and manage sourcing strategies to meet business objectives and enhance competitive advantage
* Analyze market trends, supplier landscapes, and spend data to identify sourcing opportunities.
Establish and monitor key performance indicators (KPIs) for sourcing activities.
* Supplier Relationship Management
Lead supplier selection, qualification, and onboarding processes
* Build and maintain long-term relationships with strategic suppliers to ensure optimal performance.
* Conduct regular supplier performance reviews and resolve issues to ensure compliance with contracts and quality standards
* Cost Management and Optimization
Identify cost-saving opportunities through strategic negotiations, supplier consolidation, and process improvements.
* Conduct benchmarking and market analysis to ensure competitive pricing and terms.
Implement value-engineering initiatives to optimize the total cost of ownership.
* Contract Management and Negotiation
Lead complex contract negotiations, ensuring alignment with Nation policies and legal requirements
* Draft, review, and manage supplier agreements, including pricing structures, service-level agreements, and key terms in partnership with Legal.
* Cross-Functional and Compliance
Partner with internal customers, including finance, operations, headquarters, housing, and legal to align sourcing strategies with business needs
* Act as a key point of contact for procurement-related inquiries and issue resolution.
* Provide leadership and guidance to cross-functional teams on procurement best practices.
Risk Management and Compliance
* Assess and mitigate supplier-related risks, including financial, operational, and reputational risks
* Ensure sourcing activities comply with Nation policies, ethical standards, sovereignty, and regulatory requirements.
* Develop contingency plans to address potential supply chain disruptions
* Performs all other duties as assigned
