About the Department

This position is responsible for supervising the day-to-day operations of a wastewater treatment plant and related infrastructure.

Position Duties

  • Maintains maintenance and chemical analysis records; prepares logs, records, and reports, including required local, state, and federal reports; files reports with the state government per permit requirements.
  • Ensures compliance with all state and federal permit requirements and regulations; develops and implements plant policies and procedures.
  • Makes rounds of plants; reads gauges and meters; records readings; makes process adjustments.
  • Oversees maintenance and repair on a variety of mechanical and electrical equipment, including pumps, motors, controllers, valves, charts, and plant instrumentation.
  • Directs the installation of water and sewer taps.
  • Directs the resolution of customer concerns or complaints.
  • Directs the collection of samples; performs laboratory analysis to ensure that treatment facilities are operating efficiently; supervises and carries out corrective actions.
  • Trains, assigns, supervises, evaluates, and disciplines personnel.
  • Purchases equipment, materials, and supplies.
  • Responds to or assists with after-hours emergencies when needed.
  • Perform any other duties as assigned.

Knowledge, Skills, and Abilities

  • Knowledge of department and county policies and procedures, and federal, state, and local laws and regulations. 
  • Knowledge of wastewater treatment plant principles, operations, and equipment.
  • Knowledge of chemistry, mathematics, and biology.
  • Skill in the operation and maintenance of mechanical and electronic equipment.
  • Skill in planning, organization, and decision-making.
  • Skill in the supervision of personnel.
  • Skill in oral and written communication.
  • Ability to communicate orally and in writing in the  English language and orally in the Spanish language.

Minimum Qualifications

  • Must have a high school diploma or GED from an accredited institution. 
  • Must have at least ( 1 ) year of related work experience. 
  • Possession of or ability to readily obtain an appropriate state-certified license for water or wastewater treatment or distribution, as appropriate.

  • The work consists of varied administrative, supervisory, and technical duties. Strict regulations contribute to the complexity of the position.  
  • The purpose of the position is to supervise the operation of a wastewater treatment plant. Successful performance helps ensure a clean and safe county environment.

  • Must possess a valid and current Texas driver's license.
  • The Webb County Drug and Alcohol Policy applies to this position. Pre-employment drug and alcohol testing, a Motor Vehicle Record (MVR) check, and a criminal background check are required.
  • This position is covered under Civil Service; however, all other Webb County policies apply.
