About the Department


This recruitment is only open to current King County employees.


The Department of Judicial Administration is looking for a detail oriented and collaborative Business Analyst to join our team. We need an organized, customer focused leader with strong analytical skills and a keen ability to identify bottlenecks, improve workflows, and optimize system processes and performance. This opportunity would be ideal for someone who excels in cross functional collaboration and communicates effectively with both technical and nontechnical stakeholders. 


The Business Analyst will define and document business functions and processes, while partnering with leadership, judicial officers, vendors, technology teams, and business staff to identify how technology can strengthen and streamline the Department of Judicial Administration's operations. This role plays a critical part in evaluating business needs, designing efficient solutions, supporting the successful implementation of system enhancements and serving as a dynamic trainer throughout the department


The Department of Judicial Administration (DJA), also known as the Superior Court Clerk's Office, serves as the independent record keeper for King County Superior Court. DJA is a forward-looking agency that uses technology to help perform a wide range of tasks more effectively, efficiently, and reliably for the Court, litigants and the public. Work Schedule

The typical work week is Monday through Friday, 8:00am-5:00pm; 40 hours per week. This position is exempt from the overtime provisions of the Fair Labor Standards Act (FLSA) and is not eligible for overtime.

Remote and Onsite Work

The Administration team works in a hybrid model, that includes both in-office and telecommuting days. The balance of remote and onsite work depends on business needs and may change over time.


Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.


The individual selected for this opportunity will join an innovative forward thinking team.  Employees will receive a County-issued laptop and must maintain a home workspace with reliable internet access, allowing them to  perform their duties and stay responsive during scheduled work hours.

Position Duties

  • Lead cross-functional teams and collaborate with subject matter experts to analyze business requirements and evaluate improvement options for a wide range of operational, procedural, and management challenges.
  • Serve as a consultant and trusted advisor to department leadership and project teams, providing expertise on complex technical and cross-functional processes.
  • Assess current business processes, workflows, and tools to design an optimized future-state model aligned with departmental needs.
  • Collaborate and facilitate discussions with business and technology teams, and departmental committees to identify bottlenecks, determine root causes, prioritize improvements, drive process optimization using established methodologies, and to evaluate potential system-wide impacts of configuration changes.
  • Leverage in-depth knowledge of DJA systems and applications to recommend system design enhancements that meet evolving business requirements.
  • Develop workflow diagrams, process maps, and other visual documentation to support process analysis and requirements development.
  • Contribute to the creation of clear and comprehensive acceptance criteria.
  • Analyze, test, and validate system interfaces, enhancements, and upgrades prior to implementation.
  • Monitor system performance and serve as both a business and technical resource in resolving issues escalated by less experienced staff.
  • Analyze organizational data to identify trends, gaps, and opportunities that inform business decisions and process improvements.
  • Conduct data mapping to support data conversion, migration, and integration initiatives.
  • Plan, design, and conduct assessment surveys to capture system and process requirements.
  • Develop comprehensive project plans and prepare proposals or recommendations outlining business needs, solution options, timelines, resource requirements, and anticipated impacts to support informed decision making by leadership and project stakeholders.
  • Maintain and update the requirements traceability matrix to track outstanding requirements across multiple projects.
  • Prepare and maintain system documentation, including training materials, user guides, and process documentation.
  • Participate in the ongoing maintenance and operational support of internal systems, ensuring alignment with best practices and opportunities for process streamlining.
  • Communicate and collaborate effectively with diverse audiences, including executive leadership, business and technical teams, judicial officers, vendors, agency partners, and the public.

Minimum Qualifications

Our ideal candidate will demonstrate the following (Minimum Qualifications):

  • A bachelor’s degree in business or public administration or related field and a minimum of two (2) years of related business process analysis and improvement experience, including facilitation and/or leadership experience; OR any combination of education, experience and training that provides the required knowledge, skills, and abilities required to perform the work.
  • Skill and experience in extracting and analyzing data, solving complex analytical problems, and making recommendations based on data and other information.
  • Experience with process improvement, performance auditing, and quality assurance management concepts and tools.
  • Knowledge of project management techniques and methodologies.
  • Skill and experience facilitating small and large group meetings, process improvement workshops and/or discussion groups.
  • Skill in conducting research and analyzing policies, rules, specialized or technical work processes and systems. 
  • Skill in analyzing information, resolving complex analytical challenges, and making data-driven recommendations.
  • Strong communication skills, including the ability to prepare clear, concise reports and deliver presentations to diverse audiences.
  • Skill in working with individuals from diverse backgrounds and maintaining collaborative relationships.
  • Proficiency with current office software, including word processing, spreadsheets, database, presentations, and email applications. 
  • Ability to design and develop clear, accurate visual management aids and tools to support decision-making using Microsoft 365 applications.
  • Strong customer service skills and knowledge.

The most competitive applicants will have the following experiences and qualifications (Desired):

  • Intermediate to advanced skills in Microsoft Power BI or similar data analysis and visualization tools.
  • Advanced proficiency in Microsoft Excel, including pivot tables, formulas, data analytics.
  • Advanced knowledge of data integrity, data analysis, data design, and the development and maintenance of complex business and data management systems.
  • Advanced skills in analytical thinking, collaborative problem solving, statistical concepts and theories.
