Oneida Professional Services (OPS) is actively seeking a highly motivated, part-time Contract Manager for the FAA Corporate Training Solutions Division.

*This position is contingent on the award of a federal contract.

Compensation: $50.76/ Hour

Position Summary

The Contract Manager serves as the on-site lead and primary representative of Oneida Professional Services for the Federal Aviation Administration (FAA) Corporate Training Solutions Division at the Mike Monroney Aeronautical Center (MMAC). This position is responsible for the overall management, direction, and administration of the Instructional Services contract, ensuring full compliance with contractual requirements, performance standards, and quality objectives.

The Contract Manager performs all necessary functions to effectively and efficiently manage contract personnel, oversee instructional operations, and ensure timely delivery of all FAA training and support deliverables. The Contract Manager shall have the authority to represent the Contractor in all matters pertaining to the contract with the FAA Contracting Officer (CO) and Contracting Officer�s Representative (COR).

Primary Responsibilities

Contract Administration and Oversight

  • Plan, direct, and execute contract operations to meet the technical, administrative, and scheduling requirements of the FAA.
  • Enforce and oversee the Quality Control Plan (QCP) for all deliverables as outlined in Schedule B.
  • Manage all contract personnel, ensuring assigned tasks are completed in accordance with contract terms, FAA training requirements, and long-range instructional objectives.
  • Provide administrative oversight for timekeeping, reporting, and other compliance documentation.
  • Monitor and report program performance to FAA leadership; implement corrective actions and process improvements as required.
  • Ensure compliance with cost control, quality assurance, safety, and federal and state regulatory standards.

Leadership and Personnel Management

  • Supervise and support instructional and administrative staff, providing clear performance expectations and accountability.
  • Foster a collaborative and professional work environment through effective communication, coaching, and staff development.
  • Conduct performance reviews, implement training and development initiatives, and manage employee relations.
  • Lead problem-resolution efforts to ensure effective communication and cooperation between contract personnel and FAA counterparts.

Process Improvement and Customer Engagement

  • Coordinate with FAA stakeholders to assess training delivery and development needs.
  • Gather and analyze customer feedback to identify opportunities for improvement in quality, efficiency, or timeliness of contract deliverables.
  • Recommend and lead initiatives to improve program performance and service delivery.
  • Provide ongoing administrative and operational support for the execution of contract requirements.

Minimum Qualification Requirements

Education

  • Required: High School Diploma or GED
  • Preferred: Bachelor of Arts (BA), Bachelor of Science (BS), or Master of Science (MS) in Management, Education, Business Administration, or a related discipline

Experience

  • Minimum of five (5) years of management and administrative experience overseeing efforts of similar scope and complexity, gained through work in Government or Private Industry.
  • Demonstrated experience in contract administration, personnel supervision, and operational leadership.

Specialized Skills

  • Proven ability to lead change, achieve results, and build effective teams.
  • Strong interpersonal and communication skills, both written and oral.
  • Demonstrated capability to plan, organize, and execute work under tight deadlines.
  • Experience formulating and managing budgets.
  • Ability to analyze complex problems, identify key factors, and develop practical solutions.

Qualification Exceptions

Candidates with exceptional credentials�such as prior FAA management or supervisory experience, or other closely related qualifications�who do not meet all minimum criteria may be considered for this position upon written waiver and FAA approval.

Additional Requirements

  • U.S. Citizenship required.
  • Must be able to pass a background investigation and meet FAA security clearance requirements.
  • Occasional travel may be required to support training, inspections, or program reviews.
