Job Description

Manager of Operations Engineering Group

The Operations Technical Services Department is hiring a strategic and visionary leader to serve as the Manager of Operations Engineering Group. This important leadership role supports all four services by leading a team of engineers and engineering support personnel across six units: Gas Systems, Industrial Power Systems, Treatment Systems, Generation Systems, Water and Wastewater Systems, and Electric Transmission and Distribution Systems. Additionally, this position is responsible for leading and supporting our Dam Safety program overseeing 25 Dams across our raw water system. Given the multi-faceted nature of this role, this position will require a leader who is skilled at carrying a vision forward while managing very diverse skill sets and functional areas and be able to lead units through implementation of Enterprise Integrated Asset Management (iAM) and Asset Management Maturity.

Responsibilities include:

  • Drive a culture of safety to reduce the number and severity of injuries and motor vehicle accidents by promoting safe work practices among contractors and direct reports
  • Development of area leaders to both create a high-performing area and prepare leaders for the future
  • Responsible for the performance management and professional growth of the workforce through employee mentorship, coaching, and driving continuous improvement of our training programs in collaboration with safety and health, our corporate university, and subject matter experts across the organization
  • Leads employee development and the assessment of employee technical skills and knowledge.  Supports supervisors in developing training plans aligned with departmental goals and vision
  • Leads and develops Section staff to execute the following:
    • Support of department safety through design reviews, technical analysis and specifications, and after-action engagement
    • Ensures compliance with applicable Water, Wastewater, Gas, and Electric regulations and standards
    • Ensures compliance with all applicable NERC and FERC requirements
    • Coordinating and collaborating with the Asset Management Innovations and Technology, Operations Work Management, and System Monitoring, Diagnostics, and Controls Sections to address asset performance and reliability issues
    • Organizing meetings to review asset issues or concerns with operations division staff and organizing and managing resulting action items
    • Developing and conducting engineering presentations
    • Leading asset renewal and sustainment projects in support of the enterprise iAM objectives
    • Technical leadership and support of asset condition assessment
    • Leading the development and implementation of asset inspection programs
    • Provide technical leadership and support for the establishment of asset preventative maintenance including scope, processes, and intervals

As a Manager, you will have the opportunity to lead the strategic direction and execute operations planning initiatives.  Your expertise will provide insight, business knowledge, and unique problem-solving to find efficiencies and better meet the needs of our four services across Operations.

  • Leads employees in strong systems thinking capabilities. Must be able to see beyond isolated tasks and understand how processes, people, technologies, and outcomes interact across the organization. Must be able to adeptly identify patterns, anticipate downstream impacts, and design solutions that improve the entire system rather than just individual components
  • Approach problems holistically, using data and feedback loops to drive decisions, and proactively addresses root causes to strengthen long-term organizational performance
  • Champions and executes implementation of Management of Change processes and procedures
  • Performs strategic planning; sets goals and provides leadership to ensure execution of established goals and objectives
  • Ensuring operating efficiencies, effectiveness and capacity through analysis and evaluation of reports and data
  • Reviewing new technologies and evaluating industry trends and direction
  • Regularly communicating, engaging, and collaborating with operations and maintenance staffs within the Plants, System and Field Operations, and Construction and Maintenance Departments
  • Using decision analysis tools to support asset decisions and planning
  • Initiating systematic approaches to solve problems using solutions that involve new techniques, technologies, or concepts
  • Identifying, assessing, and resolving critical and potential problems to meet performance objectives/goals
  • Reviewing engineering analyses and providing direct support and functional review
  • Assisting with the development, negotiation, and administration of contracts and agreements
  • Supporting the development and maintenance of Department and Division annual and long-term budgets
  • Developing strategies and budgetary requirements in support of OTS and enterprise asset management practices
  • Developing, recommending, and implementing policies, standards, and procedures
  • Evaluating staffing levels and developing succession planning strategies
     

Qualifications…

  • As an operations engineering leader, you will have demonstrated experience providing innovative solutions and successfully navigating change
  • This position will require the ability to work both independently as well as develop and maintain strong interpersonal relationships with individuals and groups
  • Over ten years of professional, relevant work experience, plus five or more years of demonstrated leadership experience, preferably in the multi-service utilities industry
  • A Bachelor of Science degree or higher in engineering is required
     

Additionally, the following are preferred:

  • Ability and experience reading, understanding, and negotiating agreements and contracts
  • Experience leading teams of professionals
  • At least three years of direct experience with utility engineering, operation, and maintenance
  • Registration as a Professional Engineer is desired
