Description/Role

 

The Office of Technology Services (OTS) was established as a means of recognizing cost savings through the consolidation of State IT assets and resources. The creation of OTS consolidated a wide variety of existing hardware platforms, operating systems, database management systems, networks, third party software, and custom applications. 

OTS leads the State’s technology procurement process in order to standardize technology over the entire organization, seek efficiencies of operations, maintenance, and scalability of new products introduced to the OTS suite of services which can eventually be offered to all in-scope agencies. 

Project Overview: 

In accordance with Federal requirements, OTS Customer Agency is transitioning the current Medicaid Management Information System (MMIS) from a single system to a more modernized, modular system that supports all aspects of the State Medicaid program. This new Medicaid Enterprise System (MES) will promote automation and streamlined processes that support interoperability and data sharing among the various State agencies that touch Medicaid. The Centers for Medicare and Medicaid Services (CMS) provides enhanced matching funds for modules that can be certified as having met the national standards developed for a module. 

Louisiana’s Office of Technical Services (OTS) owns the State’s Enterprise Architecture (EA) that provides the interface capabilities to link the MES modules. As such, Customer Agency is requesting staffing services to support the integration of new MES modules to the State’s EA. 

Roles and Responsibilities for Requested Resources
 
Application Programmer-Integration Developer:

  • Develop integration interfaces; assist the document specialist to prepare technical documentation such as Interface Structure Diagram (ISD), Low Level Design (LLD), Interfaces request/response, and transformation process flows; and support integration development for API and batch interfaces.

 

Skills/Experience Required

Expertise and/or relevant experience in the following areas:

All Positions: Prior experience with Medicaid or Government Health Insurance Programs. Prior experience with large scale System Integration Projects. Prior experience with Enterprise Architecture development and date exchange protocol development. 

 

Application Programmer-Integration Developer- Minimum of five (5) years of integration development experience.
