The salary range shown represents the minimum to midpoint salary for this position. The actual salary offered will depend on qualifications and experience.  


Complex, skilled work requiring considerable judgment in operating the Electric Transmission and Distribution System (T&D) and performing transmission, distribution and trouble dispatching for the Electric Operations Department.  Covers dispatching duties for FPUA water, wastewater and natural gas utilities on nights, weekends and holidays.  Reports directly to the Operations Superintendent.

Position Duties

Must possess:
 

  • Knowledge of procedures for transmission/distribution and trouble dispatching.
  • Considerable knowledge of switchgear, switching equipment, relays and protective devices, substation equipment; of electricity including the principles of direct and alternating currents.
  • Knowledge of electric circuits, transformers, as they relate to electrical T&D.
  • Knowledge of safety rules, regulations and first aid.
  • Considerable knowledge of computer operation.
  • Ability to keep accurate records and make reports.
  • Ability to maintain effective working relationships with fellow employees, public and other systems.

Minimum Qualifications

Graduation from an accredited high school or possession of an acceptable equivalency diploma.    Training and/or experience in electricity as applied to electric T&D systems; OR an equivalent combination of education, training and experience which provides the requisite knowledge, skills and abilities.  Must obtain North American Electric Reliability Corporation (NERC) System Operator-Transmission Certification within nine (9) months of assuming position or within six (6) months of FPUA being notified of designation as a Transmission Operator.
 
When considering new job applicants, a comparable amount of training and experience may be substituted for the minimum qualifications.
 

Other Qualifications

(NOTE:  There are also secondary functions, which the employee will be required to perform.)
 
Issues orders and requests for switching operations applicable to all T&D lines, line releases, line clearances, and hold tags and restoration orders.  Observes and enforces special operating instructions applicable to distribution schedules, switching orders and safety rules and regulations. 
Operates above functions on SCADA or EMS system for all field crews and supervisors. Has a strong overall knowledge of the SCADA or EMS system.
Operates and monitors the Interactive Voice Response System (IVR).
Complies with all applicable North American Electric Reliability Corporation (NERC) reliability standards requirements, Florida Reliability Coordinating Council (FRCC) reliability standards requirements, and all FPUA reliability standards.
Keeps accurate records and reports.  Makes required reports as designated by U/A Management to various regulatory agencies.
Performs analysis using the Responder Outage Management System (OMS) to assist management in areas in the system that need repair / upgrading. This analysis is intended to be root cause in nature using Pareto charts and other tools as required.
Receives and returns calls from customers concerning power outages and related matters.  Maintains radio contact with line crews/service crews and substation personnel.
Works on rotating shift as scheduled within the Electric Operations Department.
Ensures accuracy of maps, diagrams and drawings in trouble dispatching office.
Performs other duties as assigned.
