Duties

The Program Specialist manages the Medical Service's operations for human resources and logistical support including budget, purchasing card activities, personnel and human resources issues and allocations, supply ordering, utilization of space, timecards, contracts, data collection and analysis, and updating and assisting the AO with the overall management of all research-related activities. This role will work closely with Medical Service leadership, including the Chief and Nurse Manager, as well as with section-specific leadership and Chiefs. Major duties include but are not limited to: The incumbent provides a diverse range of health care administrative support functions to Medical Service administration in matters such as personnel, fiscal, equipment purchase and supply administration, and other logistical matters. The incumbent tracks and updates labor mapping every two weeks (per pay period) in the MCA Labor Mapping dashboard for all Medical Service staff. The incumbent is responsible for assisting the Medical Service AO with developing and implementing all administrative procedures within the Service, including but not limited to establishing processes for timekeeping and tracking time & attendance of all staff (including fellows), establishing par levels for ordering and re-ordering supplies (both in the clinics and in the procedural areas), and serving as the POC for finding adequate office space for setting up work stations for new hires. The incumbent will become a Level I Certified COR and be responsible for contracting for equipment and services in support of Medical Service within the guidelines set by the AO of Medical Service. The incumbent will be responsible for certifying vendors and reviewing invoices in IPPS (platform used for this action) and expected to reconcile invoice line items against awarded the contract and are to reject invoices that fall outside the scope of the contract. The incumbent will work closely with the AO of Medical Service on physician productivity and producing section-specific reports at regular intervals for review and action. The incumbent will establish and maintain close communication with the Medical Service's counterparts at its affiliates (e.g., Brigham & Women's Hospital, Massachusetts General Hospital, Boston University Medical Center), especially to support developing initiatives such as the Transplant program and to have access as needed to the affiliate accounts for reimbursement purposes. The incumbent represents Medical Service at various medical center committees on a permanent basis, including, but not limited to, Office of Integrity & Compliance Committee and Regulatory Readiness Committee. The incumbent will perform other related duties as assigned. Work Schedule: Full time, Monday-Friday 7:30am-4:00pm. Compressed/Flexible: Not Available. Telework: Not Authorized. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment. Current Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. This position is covered by locality-based comparability pay. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/04/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience is knowledge of the unique characteristics of the specific health care delivery various administrative areas such as program management and administration, budgeting/financial management work, research and analysis work, lease management; ability to provide expert analysis and advice on complex program issues, ability to develop Medical Center policies, procedures, and resource allocations for assigned programs, develops status reports or response materials for higher level attention, review, or signature. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education in excess of a master's degree (excess of 36 semester hours) is creditable to meet this requirement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
