The Pacific Regional Manager (Pacific RM) is the senior leader of CGINTL in the Pacific theater, responsible for overseeing the full implementation of ACES Centralized Education Support Services at all U.S. Army Active-Duty education centers in Korea and Japan. The Pacific RM is the sole authority for OCONUS operations, personnel, and service delivery, and, critically, for ensuring compliance with the Status of Forces Agreement (SOFA) under both the U.S.-ROK and U.S.-Japan agreements.
In addition, the Pacific RM serves as the primary point of contact in the Pacific theater with USFK FKAQ (in Korea) and USFJ J4 (in Japan), as well as the designated Responsible Officers (ROs) at each OCONUS Army education center. The Pacific RM directly supervises OCONUS Site Managers, ensures the issuance of Common Access Cards (CAC) and trust determinations for all OCONUS personnel, oversees entries in the Synchronized Pre-deployment and Operational Tracker (SPOT), generates Letters of Authorization (LOAs), and ensures compliance with the USFK Invited Contractor/Technical Representative program (USFK Reg 700-19), along with adhering to host-nation labor laws and tax obligations.
Clearance and citizenship
- S. citizenship required.
- Active or current Secret clearance is required at the time of hire. Favorable Tier 3 (NACI/NACLC) trust determination is required for any Army Ignited-adjacent system access.
Education
- Bachelor's degree from an accredited institution required.
- Master's degree (international relations, public administration, business administration, education, or related) preferred.
Experience
- Minimum ten (10) years of professional management experience, of which at least five (5) years are in delivering Federal Government services in the Pacific theater (Korea, Japan, Okinawa, or other USINDOPACOM AOR locations).
- Minimum three (3) years of recent direct experience administering Status of Forces Agreement matters in BOTH Korea AND Japan - including SOFA application processing, contractor status determinations, dependent status, host-nation taxation, and SPOT-generated Letter of Authorization administration. Recency requirement: at least one Pacific theater assignment within the past five (5) years.
- Demonstrated experience supervising a multi-site, multi-installation contractor workforce of 30 or more personnel across at least two countries.
- Demonstrated experience executing the USFK Invited Contractor / Technical Representative program under USFK Reg 700-19, including the full IC/TR application workflow.
- Demonstrated experience operatingin close coordination with USFK FKAQ, USFJ J4, IMCOM-P G-9 staff, or other Pacific-theater Army or Joint senior staffs.
- Prior service supporting Army Continuing Education System (ACES), SFL-TAP, the Air Force Air University Voluntary Education program in the Pacific (Yokota, Kadena, Camp Humphreys), or another Service voluntary education program at OCONUS sites is strongly preferred.
Knowledge
- Working knowledge of the U.S.-ROK Status of Forces Agreement and its supplementary agreements; the U.S.-Japan Status of Forces Agreement and the U.S.-Japan Mutual Defense Treaty implementing agreements.
- Working knowledge of USFK Regulation 700-19 (Invited Contractor / Technical Representative Program); USFJ equivalent guidance; and Joint Travel Regulation provisions affecting OCONUS contractors.
- Working knowledge of Synchronized Pre-deployment and Operational Tracker (SPOT) entry, Letter of Authorization generation, and contractor accountability procedures.
- Working knowledge of host-nation labor laws applicable to U.S. contractors in Korea and Japan, including non-discrimination, working-hours, and termination provisions.
- Working knowledge of AR 621-5, AR 380-67, and related Army Continuing Education and security regulations as they apply to OCONUS operations.
