 Overview:

The Monitoring and Evaluation (M&E) Specialist shall work with the M&E Coordinators, INL/WHP, INL embassy staff, implementers, and all other relevant partners to meet the M&E needs of INL Santo Domingo and the Mission to measure progress, outcomes, results, and impacts of INL/WHP and INL/Santo Domingo’s strategic goals and objectives.

Primary Responsibilities:

  • Support INL Dominican Republic strategies in coordination with INL local staff and leadership.
  • Ensure compliance with bureau-wide WHP requirements.
  • Serve as a subject matter expert on INL programs in Dominican Republic, advising on indicators and project design.
  • Coordinate with stakeholders to ensure data collection and reporting through bureau templates and DevResults.
  • Design measures and collect data for local projects.
  • Ensure work plans and reports meet INL standards.
  • Respond to data calls; prepare written/oral reports and presentations.
  • Brief decision-makers when required.
  • Ensure continuity by transferring data, SOPs, and knowledge to INL staff.
  • Oversee compliance with INL reporting cycles.
  • Train INL counterparts in data collection, reporting, and indicator use.
  • Maintain office availability (40 hours/week), following Embassy hours.

Supervisory Responsibilities:

  • None

Education and/or Experience:

  • Bachelor’s degree in Social Sciences or equivalent.
  • At least three (3) years of experience in monitoring and evaluation, strategic planning, foreign assistance, or performance management.
  • At least two (2) years of data collection and management experience.
  • FSI Level 4/4 English and Spanish.
  • Ability to produce high-quality reports and presentations in English.
  • Knowledge of local laws, customs, and institutions.
  • Experience presenting data in reports and briefings.
  • Proficiency in Microsoft Word, Excel, Outlook.
  • Moderate experience with data analysis and visualization.
  • Basic statistical knowledge.
  • Ability to travel within Dominican Republic and to Washington, D.C.

Knowledge, Skills, and Abilities:

  • Ability to obtain MRPT certification (if U.S. Citizen or TCN).
  • Ability to obtain RSO vetting approval (if LN).
  • Strong monitoring and evaluation knowledge, including frameworks and indicators.
  • Experience with data visualization and analysis.
  • Strong oral and written communication skills in English and Spanish.
  • Strong organizational and reporting skills.
  • Ability to work independently and train counterparts in technical areas.
  • Experience with technical writing and report production.
  • Experience with INL-related or foreign assistance programs.
  • Experience supporting GAO, OIG, or similar agencies.
  • Familiarity with Tableau, Power BI, or similar BI software.
  • Advanced statistical analysis experience.
  • NGO support experience.
  • Experience with project design and theories of change.

.Certificates, Licenses, Registrations:

  • Language – Foreign Service Institute (FSI) level 4/4 Spanish, English level 3/3.

Security Clearance:

  • RSO Certification

Physical Demands:

Must be able to physically and medically perform in Costa Rica and in challenging environments. While performing the duties of this job, the employee is required to be able to occasionally stand; walk; sit; use hands and/or fingers to handle, or feel objects, tools or controls; operate office equipment, reach with hands and arms; climb stairs; balance; stoop; kneel; talk or hear; taste or smell.  The employee must occasionally lift and or move up to 25 pounds.  

Travel:

Local and/or international travel may be required.
