Plan and direct environmental programs, policies, and initiatives in accordance with the contract Performance Work Statement 2.10 that is consistent with Environmental Management systems (EMS) goals and policy. Direct the development and implementation of a robust and effective energy program that is that is consistent with Region Energy Conservation Program. Direct the development and implementation of sustainable procurement and practices plan that is consistent with Navy Base Guam’s Regional Pollution Prevention Plan. Serves as a Subject Matter Expert (SME) on environmental and technical matters with environmental regulatory agencies including air quality, wastewater and stormwater, spill response, and solid and hazardous waste. Establishes metrics, targets, reporting process, and standards to improve ways of working to strengthen and maintain excellence in environmental compliance. Identifies environmental risks associated with site activities and implement programs and procedures to eliminate, control or minimize risks. Represents the company in meetings with Energy Management Board and meet periodically with the Installation Energy Manager (IEM) to achieve objectives in the Region Energy Conservation Program. Manages environmental processes within U.S. operations to assure proper surface and ground water management (i.e. permitting, treatment, etc.) and spill and contingency planning complies with the Clean Water Act regulatory requirements. Manages environmental processes within U.S. transmission to assure permitted facilities under the Clean Air Act operate in compliance with regulatory requirements. Maintains awareness of changes to applicable regulations and ensures site changes are made to meet regulations including EPA, NEPA, DOT, and other governing bodies. Develops appropriate performance metrics and reports on performance to senior management and reports to Business Director and Project Manager. Demonstrate a strong commitment to high standards of quality and continuous process and performance improvement. Relies on extensive experience and judgment to plan and accomplish goals. Performs a variety of tasks.
Must have a minimum two (2) to five (5) years of experience conducting Navy or other DoD environmental management activities or equivalent. Must be able to obtain and maintain a Secret clearance. Must be able to communicate effectively, at all levels of the organization. Must have good interpersonal skills and ability to manage multiple competing priorities. Must be proficient with Microsoft Office programs.

Familiarity of Navy Guam BOSC Supported Activities and facilities. A Bachelor’s degree in Engineering or Environmental Science/Management, or a
Master’s or doctorate level in related field preferred
