Job Description:

The Nebraska Public Service Commission is an agency of thoughtful professionals committed to advocating for the public we serve and industries we regulate. Created in 1885, the Commission regulates several public industries, including transportation. We seek a dedicated, self-motivated law enforcement officer to join our Transportation department and help promote, encourage, and ensure safe, dependable, and responsive for-hire motor transportation services across the state.

Work Environment and Training: This position will be one of two investigators for the Motor Transportation Department of the Nebraska Public Service Commission. This role will work in a hybrid environment that is primarily field-based but will also include office-based investigative and administrative work. The person selected for this role will have shadowing opportunities and ongoing supervisor support to help them learn Commission policies and procedures, training on inspection methods, complaint resolution processes, and administrative requirements. Continued professional development and training are available to maintain required certifications and keep pace with regulatory changes.

Schedule: 8:00 am – 5:00 pm, Monday - Friday
Hiring Rate: $55,000- $65,000 commensurate with experience


 

Work Environment and Training: This position will be one of two investigators for the Motor Transportation Department of the Nebraska Public Service Commission. This role will work in a hybrid environment that is primarily field-based but will also include office-based investigative and administrative work.  The person selected for this role will have shadowing opportunities and ongoing supervisor support to help them learn Commission policies and procedures, training on inspection methods, complaint resolution processes, and administrative requirements. Continued professional development and training are available to maintain required certifications and keep pace with regulatory changes.

Examples of Work:

  • Enforce statutes, Commission rules and orders pertaining to Passenger Carriers, Transportation Network Companies, and Household Goods Movers and investigate alleged violations.
  • Conduct safety inspections of motor vehicles used in the provision of for-hire transportation services.
  • Conduct taxicab inspections, including the inspection, testing, and sealing of taximeters.
  • Explain rules and policies to new, existing, and/or potential motor carriers.
  • Issue criminal citations and prepare reports for state court cases.
  • Investigate and resolve complaints filed by the public and industry, including investigative interviewing, case management, and drafting detailed investigative reports outlining recommendations for action.
  • Complete and submit reports and maintain records.
  • Deliver subpoenas and other legal documents for the Commission.
  • Provide witness testimony at administrative hearings at the Commission concerning investigative actions conducted.
  • Other duties as assigned.

Requirements / Qualifications:

Minimum Qualifications: Must currently hold Nebraska Law Enforcement Certification in good standing and eligible for appointment as a Special State Deputy Sheriff; at least two (2) years previous experience in the field of law enforcement and/or motor carrier operations.

Preferred Qualifications: One-year experience with Microsoft Office; previous experience in compliance investigatory practice within a state agency.

Other: Valid Nebraska driver’s license and successfully complete the State of Nebraska defensive driving program necessary for the use of state vehicles upon employment. Ability to travel throughout the state. Some travel requiring overnight lodging.

Knowledge, Skills and Abilities:

Knowledge of: Departmental rules and regulations relating to motor carriers; state and federal statutes governing motor carriers; laws and practices related to law enforcement and the scope and impact of criminal and civil investigations.

Skill to: Pass and maintain firearms certification as required by law. Investigators must provide their own Commission‑approved firearm and ammunition for qualification and duty use. A successful candidate will possess skills in time management and prioritize workload to meet deadlines.

Ability to: Present information and train industry personnel regarding licensing and/or required forms; prepare detailed and factual investigative reports; collect, organize and present testimony during court and/or administrative hearings; use independent judgment in determining if a violation exists or if motor carriers are performing within the scope of the law; demonstrate good judgment and have excellent written and verbal communication skills. Effectively communicate with the community, industry, and coworkers.
