Job Description

Position Summary:

The Senior Manager of Operations is responsible for providing strategic and operational leadership across terminal operations, including field, marine, rack, pipeline, safety, security, and emergency response. This role oversees all levels of the Operations department and ensures safe, efficient, and compliant operations aligned with company objectives, regulatory requirements, and customer commitments. The Senior Manager of Operations partners closely with Scheduling, Maintenance, Engineering, Construction, HSE, and corporate stakeholders to drive operational excellence, continuous improvement, and workforce development.

Key Responsibilities

Operational Leadership
•    Provide overall leadership and oversight for day-to-day terminal operations, including marine, rack, pipeline, safety, security, and emergency response.
•    Establish operational priorities, performance metrics, and processes to ensure safe, reliable, and efficient terminal operations.
•    Oversee daily operations, and deal with any issues that might affect the terminal’s operations. This includes all aspects of the daily operation, line and pump selection, load and discharge rates, and issue resolution to minimize delays and downtime as needed.
•    Ensure effective coordination between Operations, Scheduling, Maintenance, Construction, Engineering, and HSE.

Safety, Security & Compliance
•    Champion a strong safety culture by actively promoting safety leadership, participation in safety meetings, inspections, and environmental training.
•    Ensure full compliance with all applicable federal, state, and local regulations (DOT, MTSA, USCG, FRA, OSHA), industry standards, and internal policies.
•    Serve as a member of the Incident Command Structure and provide 24/7 availability for emergency response and critical operational needs.
•    Oversee investigations related to incidents, product losses, and compliance issues, ensuring corrective actions are implemented.

People & Team Development
•    Lead, coach, and develop supervisors, managers, and operational staff across multiple functional areas.
•    Ensure continuous training and qualification of operations personnel, including SOPs, safety procedures, and DOT evaluations.
•    Conduct performance reviews, support career development planning, and recommend compensation or corrective actions as appropriate.
•    Promote accountability, teamwork, and a performance-driven culture.

Maintenance & Projects
•    Provide oversight and coordination with Maintenance to ensure equipment reliability, proper scheduling, and safe execution of work.
•    Partner with Construction and Engineering on new projects, including design reviews, pre-startup activities, SOP development, testing, commissioning, and operator training.
•    Lead or support special projects such as automation initiatives, dredging, infrastructure upgrades, and efficiency improvements.

Financial & Business Management
•    Assist in the development and management of operating and capital budgets.
•    Support and oversee capital and expense budgets related to operations.
•    Approve payroll and ensure appropriate labor utilization.
•    Identify opportunities for cost control, efficiency improvements, and operational optimization.
•    Interface with internal and external customers to resolve issues and support business growth.


Qualifications

Education & Experience
•    Bachelor’s degree or equivalent combination of education and experience.
•    Minimum of 10+ years of relevant terminal operations experience, including at least 5 years in a leadership or management role.
•    Experience managing multidisciplinary teams and complex terminal operations environments.
•    Valid State Driver’s License and ability to obtain/maintain a TWIC card.

Skills & Competencies
•    Strong leadership, decision-making, and team development skills.
•    In-depth understanding of terminal, marine, pipeline, rack, and/or industrial operations.
•    Strong knowledge of safety management systems and regulatory compliance.
•    Excellent communication (written and verbal), interpersonal, and customer engagement skills.
•    Strong analytical, problem-solving, and organizational abilities.
•    Proficiency with Microsoft Office (Excel required); SAP experience preferred.
•    Ability to operate with initiative, manage competing priorities, and adapt to changing operational demands.

Work Environment & Physical Requirements
•    Usually, normal office working conditions.
•    Must be able to remain in a stationary position 50% of the time due to prolonged periods of sitting or standing.
•    Occasional travel and after-hours response will be required.
•    Occasional visits to field locations which may include exposure to various materials and chemicals, as well as extreme temperature conditions and loud machinery that will require appropriate personal protective equipment.


This position plays a critical role on the terminal leadership team and is essential to ensuring safe, compliant, and high-performing operations.
