Department: Business Office – HR

Summary:

The Payroll & HR Generalist is a hands‑on HR professional with strong payroll expertise who supports the day‑to‑day operations of the Human Resources function. This role is responsible for the accurate processing of payroll and the ongoing administration and improvement of HR processes in alignment with established policies and regulatory requirements.

The position applies independent judgment to evaluate workflows, identify issues, analyze trends, and develop practical recommendations that improve efficiency, consistency, and compliance. Reporting to the HR Director, the role works collaboratively with HR, Accounting, and internal departments and serves as a key resource for payroll and HR operations, with a focus on accuracy, reliability, and continuous improvement.

Essential Duties & Responsibilities

Specific responsibilities may include but are not limited to:

Payroll, HRIS & compliance -

  • Process semi-monthly payroll accurately and on time using ADP Workforce Now in accordance with established pay practices, policies, and legal requirements (up to 200 ee’s)
  • Perform payroll data entry for employee status changes, compensation updates, deductions, and adjustments and in partner systems
  • Exercise judgment to identify discrepancies, inconsistencies, or potential compliance issues and escalate exceptions appropriately
  • Apply federal, state, and local wage and hour regulations without independently setting policy or approving non-standard exceptions
  • Conduct benefits reconciliations by comparing payroll deductions to vendor reports; research variances and recommend corrective actions for approval
  • Maintain HRIS data integrity and recommend improvements to controls and data practices

HR Operations- 

  • Support employee lifecycle processes using established HR procedures
  • Apply judgment to resolve routine HR and benefits questions; escalate matters requiring interpretation
  • Support leave administration (FMLA, CFRA, and institutional leaves) by applying defined eligibility and timelines
  • Manage assigned payroll and HR focus areas with minimal day-to-day supervision
  • Collaborate with HR colleagues and internal departments to support institutional priorities

Process Improvement- 

  • Analyze payroll and HR processes to identify inefficiencies, errors, and compliance risks
  • Track recurring issues and analyze root causes
  • Develop and present recommendations to the HR Director regarding workflow improvements, automation, and documentation needs

Required Qualifications:

Education: 

  • Minimum of 5 years of Payroll and Human Resources experience, with significant responsibility for payroll and HR operations

Experience: 

  • Bachelor’s degree in human resources, Business Administration, or a related field
    Additional years of relevant HR experience may substitute for the education requirement
  • Demonstrated experience processing semi‑monthly payroll with a high level of accuracy in ADP Work Force Now environment
  • Working knowledge of federal, state, and local employment and payroll regulations; California experience required
  • Strong attention to detail, confidentiality, and organizational skills
  • Proficiency with HRIS platforms and Microsoft Excel or comparable reporting tools
  • Experience with benefits administration and payroll/benefits reconciliations

Preferred Qualifications:

Experience:

  • Professional certification such as SHRM‑CP, PHR, FPC, or CPP
  • Background supporting HR process improvement, system enhancements, or automation
  • Experience with HRIS system improvement and system integration a big plus
