Job Description

JOB DESCRIPTION: 

 Proposal Manager/Writer. applicant must possesses progressive career history of responsibility for proposal writing, and for execution of the full proposal process- both pre and post RFP. The person in the position will be responsible for managing the proposal process from RFI to submission, to include contributing to, absorbing and integrating the win strategy; RFP requirements, input from partners, and input from subject matter experts throughout the proposal process, and is comfortable writing non-technical sections of proposals with little guidance, to produce a professional  finalized product. 

  • Leading proposal team, through the acquisition life-cycle process, effectively and efficiently —to meet schedules and deadlines
  • Ability to write a complete proposal
  • Analyze and Interpret solicitation/response requirements or source selection regulations and proposal response strategy and approaches on individual opportunities
  • Analyze and Assess solicitations, response timelines, capture strategies , resource requirements, and other proposal elements to determine the appropriate proposal resources, process, and schedule, required to meet proposal development requirements
  • Translate RFP/SOW requirements into a compliance matrix and/or annotated proposal outline
  • Coordinate Capture Teams to annotate proposal outlines, incorporate win strategy, CONOPs, themes, discriminators, graphic concepts, and guidance to writers, etc.
  • Establish, communicate , and manage the proposal development process and production schedule; communicate schedule adjustments and updates
  • Facilitate the development and use of various proposal tools, work products, and techniques to direct the proposal team to write a proposal that fully executes the capture win strategy and Technical Solution
  • Lead all phases, activities, and milestones (including, but not limited to, the proposal kickoff meetings, teammate meetings, data calls, proposal readiness assessments
  • Review the proposal daily and working with writers to achieve their respective content plans on-time; identifying new/struggling writers and mentoring/training
  • Conduct milestone status reviews to assess proposal readiness for color team reviews,etc. 
  • 5-7 years of experience in federal proposal development
  • Experience in documentation collaboration administration
  • Writing and editing experience, including editorial practice and standards
  • Ability to effectively lead diverse teams of senior and junior personnel
  • Ability to conduct oneself with the confidence, professionalism, and empowerment of a member of the Strategic Growth Operations staff, including making sound decisions regarding proposal strategies and approaches
  • Proposal experience supporting Federal agency customers and other mission support services
  • Ability to work often unpredictable schedules, including overtime, evenings, and weekends; and over holidays
  • Ability to work effectively with diverse team makeups under high pressure conditions
  • Experience with Microsoft SharePoint
  • Experience with Excel, Word,
  • Experience with GovWin
  • Experience supporting small as well as large, complex proposal responses
  • Excellent oral and written communication skills with all levels of corporate personnel
  • Document/graphic design and development standards - Industry-wide best practices in proposal management

Education and Experience

 

  • Bachelor’s Degree or Equivalent experience may be accepted in lieu of degree
  • 5-10 years of work experience with experience in federal proposal management and execution
  • Formal proposal management and project management training and education highly desired
  • IDIQ, task order proposal, experience is highly desired
  • Knowledge of Federal, State, and local government procurement regulations and practices (including FAR and DFAR)
