Job Description

Position Title: Technical Project Manager – Professional Services Portfolio 
Location: Remote

POSITION SUMMARY

We are seeking a high-performing Technical Project Manager to lead delivery across the Professional Services Portfolio under the Department of Veterans Affairs (VA) Digital Transformation Center (DTC) OMEGA contract.

This role is not a traditional project management position—it is a delivery accountability role responsible for execution across a complex portfolio of concurrent projects, subcontractors, and matrixed technical teams supporting Veteran-facing systems.

As the Technical Project Manager you will serve as the primary execution authority across assigned projects, ensuring delivery aligns with PWS-defined requirements and Service Level Agreements (SLAs), subcontractors are held accountable for performance, quality, and timeliness, and all work adheres to federal compliance frameworks (FISMA, FedRAMP, RMF, VA directives).

RESPONSIBILITIES

Portfolio Delivery & Execution Accountability

  • Own end-to-end delivery execution across a portfolio of concurrent technical projects
  • Ensure alignment with SOW, PWS, and VA priorities
  • Translate contract requirements into executable plans
  • Maintain adherence to CPPMP and delivery milestones

Subcontractor & Vendor Performance Management

  • Enforce subcontractor accountability for deliverables and SLAs
  • Monitor performance and drive corrective actions

Program Governance, Compliance & Reporting

  • Ensure adherence to OMEGA PWS reporting requirements
  • Maintain compliance with FISMA, FedRAMP, RMF, and VA policies

Risk, Issue & Dependency Management

  • Identifyand mitigate risks proactively
  • Escalate issues within required timelines

Stakeholder Engagement & Communication

  • Serve as the primary interface with VA and Sprezzatura stakeholders
  • Provide executive-level reporting

Technical Delivery Coordination

  • Partner with engineering andDevSecOpsteams
  • Support release planning and deployment coordination

Financial & Resource Management

  • Manage budgets and resource allocation
  • Optimizestaffing across matrixed teams

Process Excellence & Continuous Improvement

  • Drive Agile and ITIL best practices

QUALIFICATIONS

  • Ability to obtain VA Public Trust
  • BS in Engineering, Computer Science, Systems, Business, or related scientific/technical discipline (or 8 years of additional relevant experience)
  • Minimum 5 years of experience managing large IT enterprise programs
  • Experience managing multi-project portfolios and subcontractors
  • Strong experience in federal IT programs and federal contract compliance frameworks (ISO 9000, CMMI, FAR)
  • CCSP or equivalent (requiredor within 30 days)
  • Other industry-recognized cloud/cyber certifications can be substituted, such as Cloud Security Knowledge (CCSK), Security+, Systems Security Certified Practitioner (SSCP), etc.
  • PMP and ITIL preferred

WORKING CONDITIONS

Standard Business hours (0800 – 1700) are Monday through Friday. Occasional extended or weekend hours may be required based on operational needs. Must have reliable internet service that allows for effective telecommuting.
