Provide leadership to plan, organize, and manage all the activities related to records and registration, including serving as the official authorized keeper of the Colleges learner records. This position is responsible for the compilation and maintenance of learner records in compliance with all federal and state law agencies and accrediting bodies. The Registrar compiles and maintains learner records and federal and state reports; assists learners and other customers; maintain smooth operation of the Registrars office; must keep abreast of regulations and procedures of learner records as required by accreditation agencies. This position serves as the main resource of FERPA regulations and standards.



The Registrar is further accountable for promoting and supporting an environment conducive to innovation, consistent improvement, and growth that aligns with the Colleges mission, values, guiding principles and other institutional frameworks. The incumbent must also be an effective steward of the Colleges resources and successfully develop and manage budgets related to the functional areas of responsibility. The incumbent is also responsible for participating in the development and implementation of the Colleges strategic and tactical plans as well as for the progress and measurement of the Colleges institutional effectiveness plans.

PERFORMANCE FACTORS





Manages the Associate Registrar;

Responsible for collecting, recording, maintaining and reporting of student records within FERPA guidelines, e.g., grades, registration data, maintaining transcripts, graduation, etc.;

Work with other department collaborators to devise registration schedules and procedures;

Directs and coordinates College registration activities;

Supervises the coordination, evaluation, and certification of all graduation applications;

Directs preparation of learner transcripts;

Evaluates transfer credits from other higher education institutions;

Prepares commencement lists and assist in graduation functions;

Directs compilation of information such as class schedules and graduation requirements for publication in College bulletins and catalogs;

Coordinates and disseminates information on all courses offered and creates and implements procedures that learners are required to follow in order to obtain grade transcripts;

Provides oversight of transcript evaluation for transfer students and provide evaluation of military, CLEP, Advanced Placement, and other forms of previous education;

Researches, analyzes, and resolves learner disputes as they relate to records and registration.

Coordinates activities including but not limited to efficient course registration, maintenance, and protection of academic records;

The Registrar maintains records that are kept electronically on a secure crypted file server and accessible to the Campus President, or authorized designee, the Vice President, Operations, and the Registrar only. Other members of administration may request file access from the Registrar as needed;

Maintains, interprets, and monitors academic policies and communicates procedures to faculty, learners, and to the Colleges various publics;

In practice, the Registrars office is a strong link between the academic policies of the College and its faculty and learners;

Manages grade and transcript processing and also manages grade and attendance change requests;

Oversees grading system of learners; collecting grades from instructors and faculty, maintains learner grade records, oversees the attendance system of learners; tracking learners towards degree- taking learner information and measures it against requirements;

Regularly reviews and maintains a comprehensive database of student academic and demographic information;

Diamond Student Information System is the primary source for reports generated by administrative functions. The Registrars Office is one of the primary campus frontrunners in the area of information technology. Using available reporting tools, and to create reports for advising and degree auditing, the Registrar provides needed information to faculty and learners;

Certifies learner enrollment and academic eligibility to various governmental, public, and academic agencies;

The Registrar is responsible for providing enrollment and degree verifications at the request of learners, alumni, and outside agencies. The request process is documented and stored in the learner files;

Creates registration schedules and implementing procedures. Coordinates and administers registrations and all matriculation functions each semester;

Registrar ensures that prospective learners enter the school and graduate in an orderly and efficient manner;

Registrar assists in the development of academic course requirements and establishing and implementing guidelines for meeting them. Registrar ensures that the accurate records of class enrollment are available to learners, faculty, and administrative functions. Timely class rosters are available to faculty and administration and learners are provided with a class schedules prior to each semester;

As a learner prepares to graduate, the Registrar ensures that all coursework, credit requirements and fiscal responsibilities have been met. Additionally, graduate transcripts and accreditation certifications fall under the Registrars purview;

Assists Vice President, Operations in the development, implementation, and monitoring of accreditation and regulatory compliance;

Assists Vice President, Operations in review and update of College Catalog;

Registrar is actively involved with internal compliance analysis, documentation, and updates. The Registrar undertakes projects to clarify current policies and works with the College Committee on Credit Transfer Policy, Grading and Grade Change Policy Committee, and Attendance Taking Policy Committee, upon which the Registrar serves as an advisory member throughout the year to improve and implement the revised policies;

The Registrar actively monitors other collaborators to prevent unethical or misappropriation of College records;

Ensures that the rules and regulations of the College are followed properly;

Solves the problems related to learners disputes about records and registration;

FERPA provides a framework for assuring privacy of learner education records and the right of learners to control access to these records. The Registrar is intimately aware of the FERPA policies, their importance to the safeguarding of sensitive information.

The Registrar understands that a learners signature is required for the release of his/her records and that learners are given the opportunity to request that their directory information not be released without consent;

The Registrar shares responsibility for transfer credit evaluation in that the policy for acceptance of grades associated with transfer credits is clearly explained to the learners; that decisions about the acceptance of transfer credit are made by the Registrar, with decisions about applicability of transfer coursework to a specific course made by the Director, Nursing Education Services;
