Job Description

The Stormwater Program Manager performs administrative and professional work for the Public Works Department and Stormwater Utility Program. Primary responsibilities include coordinating the stormwater utility maintenance program, maintaining water quality/regulatory compliance, responding customer service requests, and administering contracts. Supervision is provided by the Stormwater Manager, but work is frequently performed independently within guidelines of policies and procedures.

Position Responsibilities

Stormwater Quality / Regulatory Compliance. Understands and applies stormwater quality and erosion control principles.  Supports efforts of the Stormwater Management Program in providing Public Education and Outreach concerning stormwater quality and implementing the City's improvement plans.  Manages the city's detention pond and storm treatment facility certification program.

Stormwater Utility Maintenance Program. Responsible for the development and administration of the City's Stormwater Utility Maintenance Program that includes inspecting stormwater infrastructure and detention facilities, preparing reports, and maintaining stormwater system inventories.

Customer Service. Serves as a primary contact for citizen concerns regarding pipe repair projects. Develops solutions to citizen concerns and issues work orders to Public Works Maintenance Crews.  Documents and tracks long term solutions and incorporates them in to the appropriate program. Communicate with citizens as solutions are determined.    

Contract Administration. Prepares or assists with the preparation of contract documents for engineering services, maintenance projects, inter-local agreements, and other related documents. Performs contract administration activities such as arranging for contractual services, preparing bid tabulations, returning bid bonds, preparing project change orders and other related duties as required for public improvement, maintenance and other contracts as assigned. 

Property Easements and Right of Way. Obtains written permission, permits, and easements. Researches existing easement and right-of-way to verify right of access when needed to resolve problems on private property or public right-of-way. Develops easement descriptions. Works with County Appraisers in Condemnation procedures to obtain easements and rights-of-way.

GIS (Geographical Information Systems) Mapping. Works with GIS staff to develop comprehensive maps to support programs including determining what maps are needed, what information they should include and how the information could be best presented to be valuable to the end user. 

Technical Assistance. Provides technical assistance for storm sewer maintenance activities.

Emergency Operations. Responds for snow removal and other emergency operations during off-duty times and during regular work hours when necessary to mitigate the emergency.

Minimum Qualifications

  • Bachelor's degree in Construction Management, Engineering Management, Civil Engineering, Environmental Science, Public Administration or a related field.  Additional experience will be accepted in lieu of the education requirement.
  • A minimum of two (2) years of experience in construction or a technical related field; stormwater experience preferred. 
  • Valid driver's license and acceptable driving record; ability to obtain a motor vehicle Commercial Driver's License (CDL) Class B with air brakes and tanker vehicle endorsements within 180 days of employment.

Work Schedule

This position generally works eight hour days, Monday through Friday (excluding holidays). This position will be required to respond and participate in snow removal and ice control operations during off-duty times to mitigate the emergency. Emergency response shifts begin upon call-in and can occur anytime, day or night, seven days per week including holidays.
