    QUALIFICATIONS AND DUTIES OF THE PRINCIPAL

     

    POSITION: Principal

    QUALIFICATIONS: The Principal shall hold a Principal's certificate issued by the Missouri

    Department of Elementary and Secondary Education for the type of school to

    which is assigned.

     

    REPORTS TO: Superintendent of Schools and Assistant Superintendents

    SUPERVISES AND EVALUATES: All certified and noncertified personnel assigned to the building

    JOB GOAL: Every school building shall be assigned a chief administrative officer

    who is the executive head of the school. The chief administrative officer is

    responsible for the administration of the school and shall create and enforce

    rules, regulations and policies as are necessary to conduct an efficient and

    effective program for the building.

     

    TERMS OF EMPLOYMENT: 10 months to 12 months

    EVALUATION: Performance of this job will be evaluated annually in accordance with

    provisions of the Board's policy.

     

    RESPONSIBILITIES AND PERFORMANCE OBJECTIVE

     

    1. Recognizes that the leadership of the instructional program within the school is of the first priority among

    the duties and to that end will formulate and recommend policies, plans and programs which are designed

    to maximize educational experiences for children.

    2. Each principal will be the chief administrator of his/her school and shall be responsible for the actions of

    students, professional and support staff, visitors, and persons hired to perform special tasks.

    3. Be responsible for the care of the school facility and equipment.

    4. Each principal will ensure that Board policies, rules and regulations, as well as the directives of the

    Superintendent and the guidelines for the instructional program are observed.

    5. Within the framework of Board policies and the general rules and regulations established by the

    Superintendent, the Principal may implement and enforce additional regulations as deemed advisable for

    the efficient operation of the school.

    6. Be responsible for the assignment of teachers and other employees, in their respective buildings to duties as are necessary to maintain the proper control of pupils and to ensure proper use of buildings, grounds, equipment and supplies. During all programs or performances held under the auspices of the school and all preliminaries hereto, the Principals shall be in full control in order that Board regulations be obeyed and proper protection given to buildings and equipment.

    7. The principal shall maintain adequate records of student activity funds, lunchroom funds, or any other funds handled by them or any of their teachers or classes and shall make reports to the Superintendent concerning receipts and expenditures.

    8. The principal shall be responsible for making all requisitions for supplies, books, equipment, furniture, etc. needed in their respective buildings. They shall be responsible for inventories and budget estimates as directed by the Superintendent.

    9. The principal shall insure that advertisement, circulars, agents or other materials not relevant to school work shall not be read or distributed to pupils or teachers on any school premises without prior consent.

    10. The principal shall ensure that no person is allowed to copy names or addresses of pupils from the school records except by written permission of the Superintendent or as recommended by the State Department of Elementary and Secondary Education and shall maintain confidentiality of all student information as established by Board policy.

    11. Principals shall inform the Superintendent's office when absent from the building.

    12. Principals shall attend all regularly scheduled administrative meetings called by the Superintendent.

    13. Principals shall be responsible for conducting an adequate program of safety education within their respective schools.

    14. They shall conduct emergency drills in accordance with the provisions of the McDonald County R-1 School District Emergency Disaster Plan.

    15. The Principal shall make frequent inspections of the building, playground and all parts of the school plant to be sure that hazards to the health and safety of pupils do not exist. Any hazard to the health and safety of children shall immediately be reported to the Director of Maintenance.

    16. Principals shall have supervision of the classroom work and other activities of teachers in their respective buildings. They shall strive to develop a high degree of efficiency in classroom instruction/curriculum and they shall be responsible for maintaining the best possible conditions for effective classroom work.

    17. Principals shall assign teachers to classes and other duties in their respective buildings, subject to review and approval of the Superintendent and/or designee.

    18. Principals shall be responsible for evaluating the services of teachers, custodians and other employees under their supervision and shall prepare recommendations to the Board in regard to promotion, retention or dismissal. Tenured and Probationary teachers shall be evaluated annually with a Formative Form and a Summative Form..

    19. Principals shall advise and assist teachers in difficult cases of discipline.

    20. Principals shall hold regular meetings with their teachers to discuss problems, plans and methods for the improvement of the school21. Principals shall be responsible for securing qualified substitute teachers in case of illness from an approved list of substitute teachers.

    22. Principals are the educational and professional leader in their buildings and, therefore, must encourage the teaching and professional growth of the assigned staff.

    23. Principals shall be responsible for enrolling, classifying and promoting pupils in their respective schools.  They shall keep an accurate record of pupil attendance and shall notify the proper authorities of excessive absence and student non-attendance.

    24. Principals shall report the names and addresses of all non-resident pupils to the Office of the Superintendent, and they shall keep such other records as the Superintendent may require.

    25. Principals shall be responsible for the conduct of pupils in their schools and shall have the right to administer suitable and proper corrective measures. In the control of the school, corporal punishment may be administered when other corrective measures have failed. Principals may inflict this punishment in the presence of a certified witness. Written reports shall be made and a file maintained in the Principal's Office in all cases where corporal punishment was administered.

    26. Principals shall have the authority to suspend any pupil who willfully and persistently violates school regulations or when the conduct of such pupil is injurious to other students, staff members or to the school. The period of suspension shall be from one (1) to ten (10) school days.Principal will promptly notify the Superintendent when students are suspended out of school.

    27. Principals shall require proof of the legal rights of persons, other than parents, requesting the release of pupils from the school.

    28. Principals shall permit no interviews with pupils in school except by parents, school personnel, legal guardians, college or university representatives, Armed Forces, Family Service officials or law enforcement officials.

    29. Principals shall maintain positive active relationships with students, parents and staff. Local parent groups shall be supervised by the administrator of the respective groups' building.

    30. Assists in the recruiting, screening, training, hiring and assigning of school staff; orients newly assigned staff members and assists in their development as appropriate; counsels all staff members so as to provide for their continuous growth in job performance.

    31. The principal is responsible for all reports and duties assigned by the Superintendent.

    32. The principal attends district and school-sponsored activities, functions and events as they relate to their administrative role.

    33. The principal serves on curriculum or study area committees.

    34. Principals are expected to promote their school in their community in an active positive manner.

    35. Principals are expected to be actively involved in the community in which they are building administrators.

    36. The Principal is expected to be an active participant in the mental health referral process.
