Posting Summary

Rutgers University-Camden is seeking a Research Aide (Eligibility Program Specialist) for the Cape May County Territory for CCR&R. Under the direction of the Site Manager, the Research Aide (Eligibility Program Specialist) appropriately administers state and federal child care subsidies, data storage and documentation procedures that meet administrative and program quality audits, and fiscal oversight. S/he will manage the daily eligibility process and subsidy related tasks from application review, eligibility determination, re-determination for continued care, data entry, and/or completion of child care arrangement in addition to processing termination of coverage. The incumbent is responsible for continuous case management services, making client-driven changes in cases involving eligibility or other pertinent information affecting services, such as a change in household income, family size, child care provider selection, employment hours, and the like. As necessary, will generate recoupments and complete related reports. The Eligibility Program Specialist promotes high-quality consumer education throughout the delivery system.

Minimum Education and Experience

Requires a high school/vocational school or equivalent, and experience compiling and organizing varied data. Two years of varied office experience. College-level study may be substituted for the office experience on a year for year basis. Requires the ability to record and maintain data in computerized and non-computerized formats. May require working knowledge and the ability to use basic spreadsheet, word-processing, database software, and/or email. Must be able to communicate effectively. Must have effective client service skills.

Required Knowledge, Skills, and Abilities

•Minimum of an Associates Degree, 1 to 2 years of related experience accepted in lieu of degree.
•Strong written and interpersonal communication skills to effectively and appropriately represent the agency and program when interacting with internal and external entities.
•Ability to independently employ critical thinking skills.
•Ability to effectively communicate and execute established plans and policies.
•Ability to appropriately and clearly give and exchange information directly related to job responsibilities.
•Possess computer proficiency to utilize a variety of computer software programs and peripherals in order to successfully delegate and complete assigned tasks.
•Detail oriented with strong organizational skills to complete work that is accurate, relevant, and timely.
•Possess effective program improvement strategies to continually assess and recommend quality enhancements that positively impact the agency’s operations and outcomes.

Preferred Qualifications

Bilingual (English/Spanish)
Bachelor’s degree.
Familiarity of state/federal child care subsidy programs.

Physical Demands and Work Environment

Work environment is an office setting with minimal physical demands. Occasional lifting/carrying of archive boxes.
