About the Department

A successful candidate will play an active role in the City of College Park’s existing operational success. The purpose of the position is to coordinate and articulate the strategic direction of City information systems and services. Successful implementation ensures the effective use of the latest technology throughout the City.

Position Duties

Independent judgment is required to identify, select, and apply the most appropriate available guidelines and procedures, as well as interpret precedents. The Chief Information Officer is responsible for evaluating, designing, and maintaining the complex computer and networking systems in the City, accomplished in compliance with all applicable regulatory, operational, procedural, and budget guidelines and by performing the following duties personally or through subordinate supervisors. This is an advanced-level supervisory management position with significant field and administrative responsibilities for planning and delivering program services, responding to emergencies, and supervising personnel.

  • Conceptualizes, evaluates, and recommends information technology strategies, plans, and priorities.
  • Establishes standards and procedures for automation systems.
  • Defines new system and/or user application requirements and assists in system design.
  • Implements and monitors all computer systems, networks, and telephone systems used throughout City departments.
  • Ensures the effectiveness of programs and that goals, schedules, and budgets are met. 
  • Assesses the City’s current and future information and automation needs to develop recommendations and budget proposals.
  • Reviews and advises on purchases of all hardware, software, and automation-related services.
  • Administers and monitors vendor contracts to ensure compliance with performance measurements.
  • Responsible for City-wide management and administration of end-user training needs for appropriate applications, as well as the use of personal computer tools. 
  • Reports on the status and progress of automation projects and operations; makes recommendations for modifications of automation systems as needed.
  • Coordinates with various advisory or steering committees to establish strategies, goals, and programs related to automation.
  • Performs other duties as required.

The candidate will have experience planning, directing, and supervising personnel, ensuring the timely and efficient completion of projects, and the completion of the annual budget for the Department.

Minimum Qualifications

  • Advanced knowledge of current developments, equipment, technology, and methods of administering a broad program of information.
  • Advanced knowledge of administrative principles and practices, including goal setting, program planning, implementation, monitoring, evaluation, and personnel management, including supervision and training.
  • Advanced knowledge of principles and practices of budget development and administration in a public agency.
  • Advanced knowledge of applicable laws, codes, and regulations.
  • Ability to select, motivate, evaluate staff, and provide for their training and professional development. 
  • Ability to develop, implement, and interpret goals, objectives, policies, procedures, work standards, and internal controls.
  • Knowledge of City and departmental policies and procedures.
  • Knowledge of supervisory practices.
  • Knowledge of the city’s geography.
  • Knowledge of State and Federal environmental policies and regulations.
  • Must be available for emergency calls on a 24-hour basis.
  • Must be able to prepare and maintain accurate reports and records. 
  • Must be able to establish and maintain effective working relationships with Federal, State, and City agencies, City employees, City officials, and the public.
  • Must be able to work in a variety of extreme weather conditions.
  • Must be able to participate in the development of long-term plans and programs related to the city and the IT Department.
  • Moderate physical activity. Requires handling objects of average weight up to fifty (50) pounds, standing and/or walking for more than four (4) hours per day.

Other Qualifications

  • Bachelor’s degree required in Computer Science, Computer Administration, or related field; Master’s degree preferred.
  • Experience with operating and administering a SQL server is preferred.
  • Minimum of five (5) to seven (7) years of progressively responsible related experience, with two (2) years in a supervisory position.
  • NIMS training certification, IS 100 certification, and IS 700 certification accepted.
  • Local government experience preferred.
  • Equivalent combination of education and experience.
  • Possession of a valid State of Georgia driver’s license and a satisfactory motor vehicle record (MVR)
  • Strong organizational and communication skills.
  • Experience in communicating with diverse communities and in establishing and maintaining cooperative working relationships.
  • Proficiency in MS Office Suite, as well as knowledge and understanding of the organizational structure, workflow, and operating procedures.
  • Extensive hours and weekends will be required at times.
