Job Description

Description

Performs semiskilled work assisting in the installation, maintenance, and repair of water and sewer lines and appurtenances, transporting crews, materials, and equipment, and related work as apparent or assigned. Work is performed under the moderate supervision of the Utility Lines Crew Supervisor.

 

Essential Functions

  • Performs a variety of tasks in installing, maintaining, and repairing water and sewer lines; makes taps; installs and repairs service lines and laterals; maintains meters.
  • Transports crew, materials, and equipment; drives truck to and from maintenance and construction sites.
  • Repairs waterline breaks by cutting pavement, removing materials, repairing pipe, filling hole with backfill materials, and tamping or rolling fill material.
  • Assists with repair of sanitary sewer system backups and overflows including CCTV and flushing of sewer lines.
  • Spots for and directs drivers; sets up work zones and flags traffic; puts out signs, closes lanes, sets up lane shifts, and closes roads as directed.
  • Installs and maintains informational, regulatory, and construction signs.
  • Constructs, repairs, and maintains manholes.
  • Repairs landscaping after installation, maintenance, or repair activities.
  • Assists with a variety of after-hours emergency problems, stand-by, and trouble calls.

Special Requirements

Valid driver's license in the Commonwealth of Virginia.

 

Education & Experience

High school diploma or GED, or equivalent combination of education and experience.

 

Knowledge, Skills, & Abilities

Some knowledge of the tools, materials, and equipment used in the installation, replacement, maintenance, and repair of utility lines; some knowledge of a variety of maintenance and manual tasks involved in the installation, maintenance, repair, and replacement of utility lines and appurtenances; thorough knowledge in the use of common hand and power tools; ability to operate construction equipment; ability to perform manual and semiskilled labor for extended periods, often under unfavorable weather conditions; ability to establish and maintain effective working relationships with associates and the general public.

 

Physical Requirements

This work requires the regular exertion of up to 50 pounds of force, frequent exertion of up to 100 pounds of force and occasional exertion of over 100 pounds of force; work regularly requires standing, walking, speaking or hearing, using hands to finger, handle or feel, reaching with hands and arms, pushing or pulling, lifting and repetitive motions, frequently requires stooping, kneeling, crouching or crawling and occasionally requires sitting, climbing or balancing and tasting or smelling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to wet humid conditions (non-weather) and exposure to outdoor weather conditions, frequently requires working near moving mechanical parts and exposure to vibration and occasionally requires working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to extreme cold (non-weather), exposure to extreme heat (non-weather), exposure to the risk of electrical shock, wearing a self-contained breathing apparatus and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic).
