Schedule: Monday–Friday (7:30 AM – 4:00 PM); must support off-shift operations as needed
Contingency: Employment is contingent upon contract award to Oneida Professional Services (OPS)
Position Overview
Oneida Professional Services (OPS) is seeking a Program Manager to oversee administrative medical support staffing operations at the National Institutes of Health Clinical Center. This role is responsible for ensuring consistent staffing coverage, high-quality performance, and compliance with contract requirements in a fast-paced, patient-centered clinical environment.
The Program Manager will serve as the primary point of contact with Government stakeholders and will lead day-to-day operations, staffing coordination, and performance management for all assigned personnel.
Responsibilities
- Manage overall contract operations, including staffing, scheduling, and daily oversight of personnel
- Ensure full staffing coverage across all required shifts, including evenings, weekends, and holidays
- Coordinate staffing plans and changes with Government supervisors to maintain uninterrupted service
- Lead recruiting efforts, including sourcing, screening, and onboarding qualified candidates within required timelines
- Oversee completion of all onboarding, badging, medical clearance, and training requirements
- Monitor employee performance, provide coaching, and implement corrective actions when needed
- Conduct regular performance evaluations and maintain workforce accountability
- Review and approve timecards, ensuring accurate labor tracking and reporting
- Maintain high standards of customer service in a patient-facing environment
- Respond to performance issues and customer concerns in a timely and professional manner
- Attend meetings with Government stakeholders and provide required reports and updates
- Support quality control efforts to ensure consistent, compliant service delivery
Requirements
Qualifications
- Minimum 5 years of program management, operations, or supervisory experience
- Experience managing staffing operations, preferably in a healthcare or clinical setting
- Demonstrated ability to manage a high-volume, fast-paced workforce environment
- Strong understanding of recruiting, onboarding, and performance management processes
- Ability to work effectively in a customer-facing, patient-centered environment
- Strong communication, organizational, and problem-solving skills
- Proficiency in Microsoft Office applications
Work Environment
This position operates within a clinical research hospital and requires regular interaction with patients, visitors, and medical staff. Professional conduct, attention to detail, and adherence to privacy and safety standards are essential..
