Kearney is currently seeking a Technical Energy Efficiency Subject Matter Expert (SME) to join our team! The Technical Energy Efficiency SME will provide expert-level technical guidance and oversight for the State Energy Conservation Office (SECO) Inflation Reduction Act (IRA) Home Energy Rebates Programs, including HOMES and HEAR. This role ensures that energy savings targets are achieved, technologies meet program standards, and quality assurance protocols deliver measurable benefits to consumers. Key responsibilities include:
- Technical Oversight & Compliance Validate energy savings thresholds for HOMES and HEAR programs (modeled vs. measured pathways)
- Ensure proper installation standards for energy-efficient technologies, including heat pumps, water heaters, and electrical upgrades
- Review Implementor’s QA/QC protocols and provide recommendations for improvement
- Program Monitoring & Evaluation Support monitoring activities by verifying technical compliance with DOE and SECO guidelines
- Conduct technical reviews of State Implementation Blueprint documents and program design
- Participate in random sampling and statistical validation of energy savings data
- Stakeholder Support Serve as the technical advisor for SECO and CPA during program implementation and audits
- Provide training and guidance to monitoring teams on energy efficiency technologies and best practices
- Collaborate with Implementor and other SMEs to resolve technical issues and ensure program integrity
Qualifications
Required Qualifications:
- Bachelor’s degree in Mechanical Engineering, Energy Systems, Environmental Science, or related field
- Minimum of 7 years of experience in energy efficiency, building performance, or HVAC systems
- Expertise in DOE-approved measurement and verification methodologies
- Familiarity with HOMES and HEAR program requirements and ENERGY STAR standards
- Strong understanding of 2 CFR Part 200 compliance and federal grant programs
- Ability to travel for on-site inspections and technical evaluations as needed
- Ability to obtain and maintain Agency Suitability (requires U.S. citizenship)
Preferred Qualifications:
- Master's degree
- Experience with residential energy modeling tools and performance-based rebate programs
- Knowledge of electrification technologies and beneficial electrification strategies
- Ability to interpret technical data and communicate findings to non-technical stakeholders

The expected salary range for this position is between $93,000 and $180,000. This range is representative of base pay only and does not include straight time pay for hours worked over 40 per week, company contributions towards paid benefits, and/or bonuses. Actual compensation (meeting or exceeding the range) will be determined based on specific experience, education, work location, clearance level, and other factors permitted by law. This position is eligible for bonuses (when applicable).
