Job Description:



RCCL District Director I


Under the supervision of the Regional Operations Director of Field for Residential Care, for Child Care Regulation (CCR) in the Regulatory Services Division (RSD), of the Texas Health and Human Services Commission (HHSC), the Residential Care District Director provides advanced senior level managerial work providing direction and guidance in strategic operations and planning. The Residential Care District Director will oversee regions 1, 3, 10, 11. The position is responsible for supervising, overseeing, and managing CCR Residential Care staff and ensuring all regulatory activities comply with laws, rules, policy and best practice regulatory standards while meeting agency and program expectations. The position develops and supports staff through effective performance management and providing training and developmental opportunities to enhance staff skills. The Residential Care District Director establishes a work environment that promotes successful working relationships and strives for quality work. The Residential Care District Director ensures that HR policies are followed and that employment practices are fair and non-discriminatory.. The Residential Care District Director must have skill in establishing and maintaining effective working relationships with HHSC and CCR staff and leadership, other state agency staff, regulated child care providers, and other external stakeholders. The position will interact routinely with the legal and judicial systems including agency attorneys, the Attorney General's Office, the State Office of Administrative Hearings, District Courts, and private attorneys. The position may also represent CCR at business meetings, hearings, trials, legislative sessions, conferences, and seminars, or on boards, panels, and committees. The position works under minimal supervision with considerable latitude for the use of initiative and independent judgment.  


 


This position will lead with an innovative mindset and must be skilled in continuous process improvement activities. This position identifies the need for change while developing and implementing techniques for successful change management solutions.


 



 



Essential Job Functions:



Staff Development - Manage and develop the performance of employees who report directly to the position and those that are assigned to the position's regions of responsibility.

Case management and daily operations - Responsible and accountable for ensuring district employees have completed case management actions and processed decisions in accordance with the Child Care Regulation Handbook (CCRH), Human Resources Code (HRC), and Texas Administrative Code (TAC) to ensure the health, safety, and well-being of children in regulated child care.

Resource management - Responsible and accountable for ensuring regional resources are managed accurately.

Enforcement Actions - Responsible and accountable for ensuring regional staff have taken  necessary steps to refer operations to RSD Enforcement, in accordance with the CCRH, HRC, and TAC to ensure the health, safety, and well-being of children in regulated child care.


Community Engagement - Responsible for collaborating with stakeholders to develop community engagement opportunities in the assigned regions. Responsible and accountable for ensuring regional staff participate in community engagement activities. Participates in activities to inform the public and stakeholders about the program.

Professional development - Through continuing education, employee maintains current knowledge of child development, regulatory practices, health and safety, applicable law and rule, and related fields to support the mission of CCR. Develops their direct reports and seeks out additional training to develop the district team.
