Senior Track Inspector

General Responsibilities

The Consultant must provide experienced inspection personnel who are familiar and proficient with WMATA�s TRST-1000 Standards Manual, and all business practices associated with inspecting and maintaining Track and Structures (TRST) assets. Responsibilities will include but may not be limited to:

  • Perform daily track inspections and mentor Track and Structures (TRST) inspectors on the applicable work process flows used to complete tasks such as track inspections, generating inspection reports, and presenting information on conditions to the WMATA RWIC/Escort that require immediate action;
  • Mentor WMATA Track Inspectors and Management Inspection Staff as requested by the Track and Structures (TRST) Senior Director and/or Track and Structures (TRST) Management Team;
  • Assist the WMATA Management Team with development of inspection plans and schedules to support compliance of the TRST-1000 Manual;
  • Support PM in developing cost benefit analysis for new projects, develop analysis for cost and schedule impact of potential project changes/change orders; and
  • Comply with WMATA Roadway Worker Protection and safety/operating rules in the discharge and performance of field duties.

Background and Experience

  • Minimum 10 years supervisory experience working for a rail transit agency, or railroad qualified on Federal Railroad Administration (FRA) Class 4 railroad, or have the above with extensive track inspection experience;
  • Experience with railroad track construction and maintenance;
  • Be able to plan and execute track inspection assignments for 10 to 30 track inspectors;
  • Knowledge and understanding of track safety standards and the ability to apply the knowledge in the field;
  • Documenting items of non-compliance;
  • Must have excellent oral and written communication skills;
  • Requires Maximo expertise relative to track inspection reporting, defect reporting of non-linear assets, and compliance monitoring of Job Plans and Preventive Maintenance Programs;
  • Requires extensive knowledge of existing systems used to support current methods of recording and reporting on track inspections and track defects. These systems include Optram, specifically within the Track and Structures linear asset reporting environments; MaxTrax mobile application and desktop version in the Track environment specific to linear asset reporting and be proficient in the use of Maximo reporting;
  • Provide professional services that support the Track and Structures (TRST) Performance Group with reporting on track inspection performance utilizing specific tools such as Cognos, Maximo, MaxTrax, Optram and Track Geometry specific programs to generate key performance measures which enhance and stand-up the TRST business plan;
  • Demonstrate a comprehensive understanding of Track and Structures (TRST�s) current Track Inspection Training Program including the On-the-Job Training (OJT) module germane to field training requirements and web-based system(s) used to support functional activity reporting and performance relative to the OJT training program; and
  • Meet the requirements of Senior Track Inspector as described; skills related to developing and mentoring Track and Structures (TRST) personnel on the operation and performance of specific track related functions such as Track Geometry measurement systems, Track Surfacing and Welding (Thermit or Electric Arc frog welding) may be accepted in lieu of bullets 7-9 of this section provided at least one senior inspector meets all the requirements of this section.

On-Site Position

Salary Range: $64,450- $126,344 YR
