About the Department

King County's

King County's Facilities Management Division (FMD) has a career service opportunity for an Asset Manager. The Asset Manager will serve as the technical expert responsible for the development and implementation of the Facilities Management Division (FMD) asset management program. This position develops and maintains the FMD Asset Management strategies, policies, and procedures and serves as a consultant / advisor in implementation of the asset management plan and procedures, helping the organization focus on reinvestment strategies that support sound financial performance and high occupancy rates. This position provides expert guidance to align maintenance processes with organizational objectives to ensure assets are maintained in alignment with industry standard best asset management practices. This position serves on the Capital Planning Section leadership team and may be asked to act in the absence of the Manager.

FACILITIES MANAGEMENT DIVISION

Through a workforce of over 300 dedicated employees, the Facilities Management Division (FMD)operates and manages the County's capital assets by developing and maintaining cost-conscious, sustainable, high-quality facilities, and environments. The Facilities Management Division maintains approximately 3 million square feet in facilities where King County provides regional services, including the King County Courthouse and District Courts, Maleng Regional Justice Center, King County Administration Building, King County Animal Shelter, and several Public Health facilities. 

The division is comprised of six sections and workgroups, supported by the Director’s Office and Human Resources: 

  • Building Operations Section
  • Major Projects and Capital Planning Section
  • Operations and Finance Section
  • Customer Experience Section (including Parking Operations and the King County Print Shop)
  • Real Estate Services
  • Security Management Section

Position Duties

The successful candidate will demonstrate skill and/or ability to:

  • Provide oversight of multiple operating programs and workflows
  • Direct professional staff in supporting system operations and updates
  • Establish life-cycle asset management processes and preventative maintenance methodology
  • Catalog and inventory assets
  • Develop organizational asset management goals and plans; train and support other sections to support achievement of annual objectives
  • Collaborate with other sections / teams (Building Operations, Capital Delivery) to create long-term plans for properties, including capital improvements and renovations
  • Provide technical and gap analysis
  • Prioritize program objectives
  • Manage complex projects and vendor contracts
  • Implement system efficiencies and process improvements
  • Serve as backup Section Manager and participate in Leadership team activities

Minimum Qualifications

We are looking for candidates who:

  • Are strong leaders?who have broad experience and background managing major building asset plans, capital planning, and portfolio strategy.
  • Can provide strategic guidance?to a multi-faceted, complex organization including the use of organizational development tools and principles.
  • Has a continuous improvement mindset. Understands LEAN principles and methodologies in order to provide value added services to customers.
  • Are great people leaders.?Willing to address difficult problems immediately and in a transparent manner.
  • Is a strong communicator. Can interact with various audience at all levels including elected officials and judges.
  • Is culturally aware?and comfortable having conversations and taking actionsregardingrace and equity and social justice.
  • Being familiar?a unionized work environment is highly desirable.

Other Qualifications

This recruitment will be used to fill one active Project/Program Manager III vacancy and may be used to create an eligibility list for future Career Service, Term-Limited Temporary (TLT) or Special Duty Assignments (SDA) vacancies within the same classification.

ADDITIONAL INFORMATION:
  • Final appointment is contingent upon successfully passing a thorough fingerprint based federal and county background investigation and reference checks.
  • FMD is a hybrid working environment with an onsite presence required at least 3 days per week. The successful candidate may be required to report onsite more than 3 days per week during the onboarding and training period.
  • The reporting location is the King County Chinook Building, 401 5th Ave., Seattle, WA 98104.
  • This position is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible.
  • This position is not represented.
  • The work week is normally 40 hours, Monday through Friday, and may vary dependent on staff schedules.
  • This position has been designated by department leadership as a FIRST RESPONDER in the event of a proclaimed emergency. Meaning this position has a role in emergency response and is responsible for the protection and preservation of life, property, evidence, environment and/or restoration of order.
