Duties
Work directly with ODNI's Press Secretary to manage relationships with press and media, identifying external relation requirements and coordinating with the appropriate ODNI components on recommended responses to promote transparency and accuracy in press and media reporting. Maintain productive working relationships with staff in other communications organizations in the Intelligence Community (IC), and, as appropriate, community leaders, policy groups, and/or concerned constituencies to provide information about ODNI mission, programs, and activities. Develop and disseminate information to stakeholders using a full range of media and communication methods; based on assignment, methods may include press releases, Town Halls, roundtables, ODNI senior principal speeches and Congressional testimony, workforce memorandums, ODNI brochures and publications, questions and answers (Q&A) and frequently asked questions (FAQs) documents, Internet and web 2.0 communications, and/or other multi-media products. Manage and synchronize ODNI press and media relations with internal communications and other external affairs to ensure comprehensive distribution of key information to relevant audiences and stakeholders. Conduct in-depth research and analysis of media coverage, current and historical events, legislation, and policy to develop accurate, timely press releases, talking points, and briefing materials for senior leadership and media inquiries.

Analytical and critical thinking skills, including the ability to think strategically and to develop and produce complex public affairs information and materials. Ability to manage competing priorities under strict deadlines while maintaining a high level of attention to detail; ability to work effectively with ODNI's senior leaders in a high profile and demanding office. Ability to develop innovative and flexible solutions that result in the identification of new or innovative ways to handle unfamiliar or complex problems, make contributions to group efforts, and take initiative. Ability to listen to, clarify, and convey understanding of others' ideas, comments, and questions as well as the ability to integrate and build upon diverse opinions.

JOB INTERVIEW TRAVEL Candidates from outside the Washington Metropolitan Area (WMA) may be selected for a telephone, teleconference, or in-person interview. SALARY DETERMINATION The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance. Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step. Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Chief of Human Resource Management. In some cases when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to, and not less than, the employee's current annual base rate of pay, not to exceed the maximum step rate of the GS grade to which assigned. RELOCATION EXPENSES For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
